Summary

This position manages and directs the support functions of the Field Operations Division over 360 employees. The  areas of management include Budget administration, Stockroom, Human Resources, and IT projects; participates in divisional planning, leads, and facilitates change within the organization. Performs special assignments and prepares reports which include extensive internal and/or external contacts of a difficult or advanced nature. This position will report to the Chief of Operations and provide direct support.

Major Duties and Responsibilities

Manages and directs support functions of the Utilities distribution and collections systems to include budget administration, human resources, IT projects, and divisional planning.
Provides budgetary oversight, monitoring appropriations, encumbrances, and allocations.
Analyzes data and indicators to identify trends and recommend action if necessary.
Provides leadership to the liaison function with partner agencies, Charlotte Water divisions and city departments as well as community organizations. Attends public meetings as necessary.
Evaluates work processes, procedures, organizational structures, resource needs and overall divisional productivity.
Resolves issues that arise between operations and support staff.
Provide direct support to the Chief of Operations to assure support services are provided to operations areas.
Must be able to define problems, establish facts and draw valid conclusions.
Manage and supervise a team of two (2) direct reports.
Lead change and new initiatives within the division 
Attend Collections and Distribution school to obtain first level certification knowledge.
Other duties as assigned.

Strong computer skills using spreadsheets, databases, word processing and flow charting.
Ability to learn new information/ processes and train employees and managers.
Ability to manage and lead a diverse team.

Ability to work independently and establish relationships with other employees.
Excellent verbal and written communication skills and make presentations.
Demonstrate proficiency with City financial software, familiarity with statistical analysis, purchasing and contract administration as well as principles, practices, and methods of budgetary management.
Strong organizational skills.
Knowledge of financial policies and procedures.
Knowledge of PeopleSoft, Concur, Finance and Procurement

Preferred Qualification

Knowledge of the Collections and Distribution Systems operations
Knowledge of the 811 system and damage prevention laws of North Carolina

Minimum Qualifications

Requires a Bachelor’s degree with five (5) years of relevant office/business management experience. 
Must have the ability to obtain a City Driving Permit.

Salary

$84,443.00 - $93,825.00 Commensurate with Experience

Conditions of Employment
