Introduction

The position will report to the Business Applications Manager for the City of Charlotte’s Innovation and Technology (I&T) department as part of the Enterprise Applications division. The Business Systems Analyst (BSA) plays a crucial role in bridging the gap between business needs and technology solutions within the city. The primary responsibility will be to analyze business processes, identify areas for improvement, and recommend technological solutions to enhance efficiency and productivity. 

The Business Systems Analyst will be responsible for analyzing business processes, identifying opportunities for improvement, and designing and implementing technological solutions to meet the needs of our organization. The BSA will collaborate with various stakeholders, including business users, I&T teams, and management, to ensure that systems and processes are aligned with business objectives. The BSA must possess the interpersonal skills to develop and maintain adequate working relationships with internal customers, peers, and managers. Customer engagement is a core responsibility of this position, along with skills in the intake and prioritization of work in a dynamic environment.

Major Duties and Responsibilities

  • Analyze current business processes and systems to identify inefficiencies, gaps, and opportunities for improvement.
  • Collaborate with stakeholders to gather and document business requirements for new systems or enhancements to existing systems.
  • Translate business requirements into functional specifications and technical requirements for development teams.
  • Design and implement solutions to streamline business processes, improve productivity, and enhance user experience.
  • Develop test plans and conduct testing to ensure that solutions meet business requirements and quality standards.
  • Provide training and support to end-users to facilitate the adoption of new systems and processes.
  • Collaborate with I&T teams to prioritize and schedule development efforts based on business priorities and resource availability.
  • Stay up to date on industry trends and best practices in business analysis and technology solutions.
  • Participate in cross-functional teams and projects to drive business transformation and innovation.
  • Serve as a liaison between business stakeholders and I&T teams, facilitating communication and ensuring alignment of goals and objectives.
  • Build and maintain the documentation for application installation and configuration.
  • Evaluate new application technologies and make recommendations when those would provide a better value to the organization. 
  • Interacts with stakeholders, technology peers, and other departments to identify opportunities and drive growth.
  • Demonstrates excellent communication skills.
  • Performs related work as required.

Knowledge, Skills & Abilities

  • Familiarity with business analysis methodologies such as Agile, Waterfall, and hybrid approaches.
  • Understanding of information technology systems, databases, and software applications commonly used in business environments.
  • Knowledge of requirements gathering documentation, validation, and management processes.
  • Understanding of project management principles and practices to effectively plan, execute, and monitor business analysis activities within project timelines and budgets.
  • Excellent written and verbal communication skills to effectively convey complex technical concepts to non-technical stakeholders.
  • Strong analytical and problem-solving skills to identify issues, evaluate options, and recommend solutions that meet business needs.
  • Ability to collaborate with cross-functional teams, including business stakeholders, developers, testers, and project managers.
  • Skill in facilitating workshops, meetings, and interviews to elicit requirements, gather feedback, and drive consensus among stakeholders.
  • Proficiency in documenting business requirements, user stories, use cases, process flows, and other artifacts using standardized templates and tools.
  • Ability to negotiate priorities, scope, and timelines with stakeholders to ensure alignment of business objectives and project deliverables.
  • Strong organizational and time management skills to prioritize tasks, manage multiple projects simultaneously, and meet deadlines.
  • Ability to adapt to changing business needs, priorities, and project requirements in a dynamic and fast-paced environment.
  • Strong attention to detail to ensure accuracy and completeness in requirements documentation, data analysis, and solution design.
  • Commitment to understanding and meeting the needs of internal and external customers through effective business analysis and solution delivery.
  • Ability to think creatively and propose innovative solutions to business problems, leveraging emerging technologies and best practices.
  • Demonstrated leadership abilities to influence stakeholders, drive change, and champion best practices in business analysis within the organization.

Preferred Qualification

  • At least two years of relevant college-level course work or an associate degree from an accredited college or university in Information Technology, Computer Science, or a related field
  • Three (3) to five (5) years of experience in business analysis, requirements definition, and information technology support  

Minimum Qualifications

High school graduation or equivalent and three years relevant work experience

OR

Associate's Degree and one year relevant work experience

OR

Bachelor's level degree,. Any equivalent combination of training, education, and experience that provides the required skills, knowledge and abilities.

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

Background checks must be in compliance with all federal and state statutes, such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate’s written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
