Housing & Neighborhood Services focuses on creating vibrant, diverse neighborhoods through the delivery of five major service areas: Community Engagement, which works to create successful neighborhoods where people of diverse backgrounds and incomes can build successful lives; Code Enforcement, which works to improve the appearance of communities and maintain standards of living; Housing Services, which provides housing and other programs and services for families residing in the City of Charlotte; CharMeck311, which provides important information and services for customers in the City of Charlotte and Mecklenburg County; and Youth Programs, which works with youth and young adults in the community to provide resources and opportunities for growth and upward mobility.

Summary

The city seeks a highly skilled and experienced individual to step into the role of Senior Housing Rehabilitation Coordinator. The Senior Housing Rehabilitation Coordinator is pivotal in providing technical oversight to the city’s rehabilitation work, ensuring the highest quality standards in our efforts to enhance communities throughout Charlotte.

Major Duties and Responsibilities

  • Provide expert technical oversight to all rehabilitation projects, ensuring compliance with industry standards and city regulations.
  • Implement and monitor quality assurance measures to guarantee the excellence of rehabilitation work, addressing any issues promptly.
  • Train and mentor junior rehabilitation specialists, fostering a culture of continuous improvement and skill development within the team.
  • Collaborate with the Neighborhood Stabilization Manager to develop and implement strategic plans for community stabilization and rehabilitation activities.
  • Analyze rehabilitation data to identify trends, assess program effectiveness, and recommend improvements.
  • Prepare comprehensive reports on the status of rehabilitation projects, highlighting achievements, challenges, and proposed solutions.
  • Responsible the inspection of existing homes, preparing and approving work specifications, and estimates.

Knowledge, Skills & Abilities

  • North Carolina Building Level 1 certification required.
  • Project management and Leadership skills
  • Extensive experience in rehabilitation work, demonstrating a strong understanding of technical aspects and quality control.
  • Considerable experience in building/residential construction and housing inspection.
  • Strong critical thinking and problem-solving skills.
  • Ability to effectively manage multiple projects simultaneously.
  • Excellent communication skills, both written and verbal.
  • Proficient in Microsoft Word, Excel, Microsoft Project, and Outlook
  • Completes assigned tasks on time.
  • Establishes and maintains good working relationships with clients with a strong emphasis on customer service.
  • Effective monitoring and management of field contractor performance and manages field contractor performance.
  • Ability to work independently or within a team environment.
  • Previous experience as a Code Enforcement Inspector or Rehabilitation Specialist.
  • Understanding of HUD programs related to housing and community development.
  • Knowledge of federal, state, and local regulations and policies relating to housing development (i.e., HUD programs, housing code, building code, and permitting) and building/residential development practices and processes (materials, methods, practices and standards).

Preferred Qualification

  • Experience with lead-based paint remediation and abatement projects.
  • Bilingual (Spanish/English) preferred, but not required.

Minimum Qualifications

High School Graduate or Equivalent and five years related work experience, OR Associate's Degree with three years related work experience, AND NC State Building Certification Level 1.

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

Background checks must be in compliance with all federal and state statutes, such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate’s written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
