Introduction

The Charlotte Business Inclusion (CBI) Office seeks to enhance competition and participation of Minority, Women, and Small Business Enterprises (MWSBEs) in city contracting; increase certified MWSBE vendor pool and assist city-certified firms in growing, enhancing, and developing their businesses; and provide development programs that support certified businesses in organizational training, strategic development, and networking opportunities.

Summary

This position provides compliance, reporting and other supportive tasks to the CBI team and works closely with City departments and vendors to ensure compliance with the CBI Program.  This role reports to the Lead Compliance Reporting Specialist.

Major Duties and Responsibilities

  • Oversee routine monitoring of compliance activities and City contract achievement to MWSBE goals.
  • Create and coordinate continuous compliance improvement strategies.
  • Collaborate with City departments to monitor compliance on ongoing contracts and address any issues that may arise.
  • Contribute to the development, preparation, and review of compliance policies and processes.
  • Provide guidance to vendors reporting payments in the City’s supplier diversity system.
  • Conduct trainings regarding the CBI Program and meet with department representatives to discuss progress toward meeting goals, make recommendations, and track the implementation of recommendations.
  • Ensure appropriate documentation is collected and uploaded into the City’s supplier diversity system.
  • Review discrepancy submissions and ensure discrepancies are resolved within a timely manner.
  • Review and resolve all compliance related program requests submitted by departments and vendors.
  • Conduct routine trainings for vendors on the City’s supplier diversity system.
  • Collaborate with team for outreach events and presentations.
  • Provide additional support for the CBI team as needed. 

Knowledge, Skills & Abilities

  • Experience with compliance in MWSBE preferred
  • Experience working with cross-functional teams in a fast-paced environment.
  • Excellent oral and written communication and presentation skills
  • Proven track record in advancing DEI initiatives, preferably with experience in business inclusion efforts. Exceptional communication skills, capable of engaging effectively with a diverse range of internal and external stakeholders.
  • Strong strategic planning and project management abilities, with a focus on delivering results within tight timelines.
  • Highly autonomous, demonstrating initiative and the capacity to innovate and problem-solve in dynamic environments.
  • Solid proficiency in Microsoft Office suite and capacity for adopting new technologies and systems.
  • Innate ability to navigate complex discussions and foster consensus, driving forward the objectives of the CBI program with tact and diplomacy.

Preferred Qualification

Bachelor’s degree in business administration, public administration, or related fields, with considerable experience in strategic roles that encompass partnership development, stakeholder engagement, and initiative management.

Minimum Qualifications

Associate's Degree with one year of related work experience or Bachelor's Degree in business administration, public administration, or related fields or the equivalent combination of education, skills and abilities to perform the essential duties of the position.


Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

Background checks must be in compliance with all federal and state statutes, such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate’s written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.

Final candidates must pass a pre-employment drug-screening test. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
