Function
The e-Builder Administrator utilizes strategic business solutions and practices to develop Aviation Processes and Configurations within the City of Charlotte’s Enterprise Capital Management System (e-Builder).
Major Duties and Responsibilities
E-Builder System Specific Responsibilities
Process Development
- Understand and implement innovative solutions utilizing all modules for Aviation department business processes within the e-Builder system
- Document results of discussions regarding business requirements and procedures
- Create new workflow processes/revise existing processes based on discussions, documented requirements, and contractual documents
- Execute user acceptance testing of major changes (e.g. new structured workflow, implementation, migration, etc.)
- Develop training documentation, instruction manuals, how-to-guides as needed
Template Maintenance (documents, budgets, schedules, mail merges)
- Maintaining existing Aviation templates for e-Builder as well as developing new templates on an as-needed basis
Support Account Configuration Changes
Development and maintenance of Business Process Models (BPM’s) utilizing Microsoft Visio
Onboarding and training of new processes
- Facilitate 30%/60%/90% design and rollout for all new processes developed
- Provide specific training for stakeholders on new processes developed
- Facilitate User Acceptance Training (UAT) for Go Live on Processes
User Technical Support regarding e-Builder functionality, troubleshooting issues, and resolving system-related problems., 2nd level as-needed basis
Utilize/Maintain existing administrative processes and create as needed to continue standardization
Provide on-boarding training for new users and periodical open training sessions
Manage report and folder subscriptions
- Creation and maintenance of new reports for new processes developed
Assist with maintaining current ERP integration
Additional Responsibilities
Respond to each inquiry, whether from a stakeholder or co-worker in a courteous and professional manner
Adhere to the rules, regulations, collective bargaining agreements (if applicable) and policies of the Authority including the EEO, Anti-Discrimination and Anti-Harassment and Anti-Retaliation policies
Perform related duties and projects as assigned
Maintains accurate system documentation of e-Builder & Processes Developed
Participates in collaborations & tech groups / taking notes / attending engineering coordination meetings / coordinates with other departments / offices / contractors / etc.
Maintains working knowledge of technologies & systems throughout the Aviation Department
Knowledge, Skills & Abilities
• Degree in Computer Science / Business / Information Technology / related field
• Experience using e-Builder or other capital construction or project management software
• Excellent interpersonal skills and demonstrated ability to interact effectively with all levels of resources throughout the enterprise
• Excellent organizational skills in order to prioritize multiple tasks, develop, analyze and/or revise procedures, meet deadlines, and work in an environment of heavy pressure and changing priorities
• Demonstrates communication skills and the ability to compose correspondence and reports
• Customer service experience with ability to work effectively with internal & external stakeholders
• Represent airport in professional & positive manner
• Ability to use independent judgment and initiative to accomplish tasks
• Preferred knowledge of construction industry including methodology, terminology, workflow/paper flow of design and construction activities as well as demonstrated knowledge of contract documents, specifications, and requirements
• Knowledge of standard computer operating systems / technical support
• Skill in using computer software such as MS Word, Excel, Outlook, Publisher, PowerPoint and Visio
• Ability to troubleshoot problems and develop creative solutions
• Excellent organizational & reasoning skills
• Resourceful and self-directing, ability to flourish in a fast paced and demanding work environment
• Ability to follow directions / communicate effectively verbally & in writing
• Complete projects accurately & on schedule
• Pass security check in advance of start date & maintain security authorization
• Certain convictions will disqualify individuals from unescorted access privileges, and therefore, exclude from employment
Preferred Qualification
• Bachelor’s degree with at least three (3) years of relevant work experience
• Experience working in an Airport environment
Minimum Qualifications
High school graduation or equivalent and seven years relevant work experience
OR
Associate degree and five years relevant work experience
OR
Bachelor's level degree and three years relevant work experience
Conditions of Employment
The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.
