Introduction

Storm Water Services maintains and improves stormwater infrastructure within the City streets and rights-of-way.  Staff currently manages more than 400 storm drainage improvement projects, implements a diverse array of surface water quality initiatives, and ensure new development mitigates impacts to the drainage system. Storm Water Services is one of the largest stormwater utilities in the Southeast with more than 200,000 customer accounts about 200 employees.

Summary

This position supervises a group of Land Development Reviewers within the Storm Water Services Land Development Group.  This group is primarily responsible for reviewing and approving construction plans for compliance with City Storm Water regulations and development standards. This position includes leading and supervising a team of at least three staff members, consisting of Senior Engineers and Plan Reviewers.  This is a senior level engineering position requiring expert knowledge in land development design and regulations and civil engineering principles and practices as well as management experience.  

Major Duties and Responsibilities

  • Supervises a team of Senior Engineers and Plan reviewers 
  • Perform detailed stormwater plan reviews ensuring plan compliance with ordinances and with city standards and design requirements.
  • Provide professional and technical instruction, guidance, and information to consultants, contractors, engineers, other City officials, and the public regarding design and regulatory issues
  • Oversee compliance and enforcement of land development activities with respect to all local ordinances governing stormwater management.
  • Works closely with staff on the implementation, interpretation, and administration of the Charlotte Unified Development Ordinance (UDO) Post-Construction Stormwater Regulations.
  • Provides assistance to the Land Development Program Manager in policy decisions related to implementation and interpretation of development related stormwater ordinances and design manuals. 
  • Provides assistance to other groups within Storm Water in the development and revising of new and existing stormwater ordinances, as well as providing input to other Departments related to development ordinances
  • Review rezoning petitions for stormwater impacts as part of the City’s rezoning process
  • Ensure proper balance of regulatory authority and customer advocacy
  • Performs other duties as assigned

Knowledge, Skills & Abilities

  • High level of technical competence in the areas of engineering, stormwater principles, and permitting processes
  • Proficient in applying hydraulic and hydrologic modeling principles and methods
  • Ability to plan, prioritize and complete assignments with minimal supervision.
  • Requires ability to work cooperatively with other City employees and the public
  • Ability to determine appropriate level of regulation and flexibility where necessary
  • Ability to communicate information to technical and non-technical audiences both verbally and in writing
  • Ability to perform effectively in a fast-paced, high-pressure environment

Preferred Qualification

  • Specific knowledge and experience in City of Charlotte requirements for storm water management, storm drainage design standards and criteria, and land development permitting practices.  
  • Registration as a Professional Engineer (PE)

Minimum Qualifications

  • Bachelor’s Degree in Civil Engineering and five (5) years of related experience or Master’s Degree and three (3) years of experience

$93,099.00 - $103,442.00 Commensurate with Experience
