Housing & Neighborhood Services focuses on creating vibrant, diverse neighborhoods through the delivery of five major service areas: Community Engagement, which works to create successful neighborhoods where people of diverse backgrounds and incomes can build successful lives; Code Enforcement, which works to improve the appearance of communities and maintain standards of living; Housing Services, which provides housing and other programs and services for families residing in the City of Charlotte; CharMeck 311, which provides important information and services for customers in the City of Charlotte and Mecklenburg County; and Youth Programs, which works with youth and young adults in the community to provide resources and opportunities for growth and upward mobility.

Summary

Provides high level inspection, technical and administrative support for Housing & Neighborhood Services’ service areas for Code Inspector Training and Commercial Inspections.

Code Enforcement Training Program
Provides detailed field training to Code Enforcement Inspectors in Zoning, Housing, and Nuisance enforcement.  Assists in the planning and implements classroom training programs to support the North Carolina Building Code certification process.  Regularly assists the Code Supervisors and Division Manager in assessing overall and ongoing training needs.

Non-Residential Building Code Inspections
Performs inspections of commercial buildings to ensure compliance with city code.  Takes necessary steps to ensure ordinance compliance by notifying property owners and tenants and following up as appropriate.  Requires a North Carolina Building Level 2 certification. 

Major Duties and Responsibilities

  • Provides detailed field and administrative training to Code Enforcement inspectors in Zoning, Housing, Nuisance and Parking Enforcement
  • Assists in the planning and implementation of classroom training programs to support the NC State Building Code certification process
  • Provides inspection services of Non-Residential (commercial) buildings consistent with the City ordinance requirements
  • Ability to maintain specified inspection production levels in designated areas in addition to supporting other high-level assignments
  • Provides program suggestions and feedback to program coordinators, area supervisors and the Code Enforcement Manager for inspector training and the execution of commercial inspections

Knowledge, Skills & Abilities

  • Must be able to obtain a North Carolina State Building Level 2 certification
  • Demonstrates an ability to communicate effectively with other staff within a training environment 
  • Demonstrated strong written and oral communications skills 
  • Demonstrated ability to share information with service area staff to support process improvements, better customer service and overall program improvements
  • Demonstrated ability to conduct quality Zoning, Housing and Health & Sanitation inspections 
  • Demonstrates flexibility and adaptability to changing environments 
  • Exhibits commitment to exceptional customer service
  • Ability to obtain a City driving permit

Preferred Qualification

Experience in residential construction or delivery of inspection/code enforcement services preferred.

Minimum Qualifications

Requires a high school graduate or equivalent and one year related work experience.

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

Background checks must be in compliance with all federal and state statutes, such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate’s written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
