Summary

This position supervises and plans the daily activities of the Labor Crew Chief I and II position that oversees the crews of skilled/semi-skilled workers primarily in large-scale field operations such as street maintenance, utility construction, etc. This position is accountable for establishing and measuring performance and production standards for the group, which includes prioritizing, scheduling, and inspecting all work. The successful candidate will provide advanced leadership and effectively communicate goals to staff while exhibiting strong leadership, great management skills, a sense of purpose to achieve team performance, and high levels of independent judgment. This position requires excellent communication skills, clear direction, and advanced leadership in training, mentoring, and developing staff. It also requires working collaboratively with other Field Operation Supervisors and other teams, looking for continuous improvement of business best practices/processes, evaluating new technology and/or equipment, and exhibiting initiative in daily work.

Major Duties and Responsibilities

  • Schedules and assigns work orders for maintenance of transportation infrastructure, including, but not limited to, asphalt streets, curbs and gutters, sidewalks, drainage structures, stormwater channels, pipes, and driveways.
  • Ability to evaluate and independently determine requests for service submitted to the Street Maintenance Division related to the construction and repair of stormwater and transportation infrastructure.
  • Inspect construction sites daily to ensure the proper procedures, designs, materials, specifications, and safety requirements are followed.
  • Review, investigate, assign, and resolve service requests, work orders, and timesheets for accuracy; prepare reports.
  • It requires considerable knowledge and experience with general roadway construction and the Microsoft Office Suite, as well as the ability to learn the CityWorks work management system.
  • Provide excellent customer service through verbal and written responses to questions and concerns from upper management and the public.
  • Create an effective and efficient work and team environment through words and actions.
  • Plan, prioritize, direct, schedule, and assign team members' work to meet organization goals and guidelines.
  • Conduct routine field investigations to ensure all assigned tasks are completed accurately and efficiently. 
  • Ensure construction and maintenance work meets quality control, federal, state, City, and department specifications and standards.
  • Administer City, Department, and Division policies, including work rules and procedures.  Assist in developing policies, procedures, practices, and work rules for assigned personnel.  Assist in establishing performance standards and measures.
  • Continuously evaluate employee job performance, including observation and inspection of work completed and proper maintenance and equipment maintenance to ensure established performance standards and safety practices are met.
  • Work with the Operations Supervisor, Administrative Staff, and vendors as necessary to research, recommend, justify, purchase, and maintain specialized equipment and materials.
  • Assist with the budget preparation for supplies, materials, and equipment and recommend purchases when necessary.
  • Work with the Operations Supervisor and Administrative Officer Lead as needed regarding personnel decisions, including, but not limited to, recruitment, promotions, transfers, and coaching and counseling staff, administer progressive discipline, document performance, and recommend and provide ongoing training and development to staff disciplinary actions for positions within the group.
  • Review and maintain records and reports on daily operations, daily crew time sheets, and work logs, as well as prepare and review periodic reports such as production and cost analyses. 
  • Participate in benchmarking efforts within the section to ensure the most efficient and effective processes are implemented, sustained, and periodically re-evaluated.
  • Work with other Department staff to define, outline, and agree upon project areas of responsibility.
  • Receive, investigate, and resolve complaints and requests for service within the scope of the group's work. Assign issues to crew for resolution in less complex cases and seek input and direction from the Operations Supervisor for complex cases.
  • Work on-call and extended hours during special projects, emergencies, inclement weather, or as required.
  • Perform related duties and work as assigned.

  • Ability to work independently and in a team environment.
  • Ability to provide leadership and manage work schedules effectively through subordinate supervisors to meet the varying deadlines of multiple staff, projects, and tasks.
  • Considerable knowledge of the methods, materials, tools, equipment, and standard practices used for Street Maintenance functions, activities, administration, and operations.
  • Knowledge of safety practices and occupational hazards of assigned work, including but not limited to working with heavy equipment, underground utilities including electric, working in and around vehicle traffic, work hazards, work zones, safety precautions, OSHA regulations, ground construction, specialized equipment, and hand tools.
  • Strong and effective customer service and communication skills with the ability to interact regularly and professionally with department and division personnel, other City department staff, and residents.
  • Have the ability to analyze problems and make decisions.
  • Knowledge of construction work involving maintenance, materials, and tools for constructing and repairing highways and roads. 
  • Knowledge of the equipment used in each type of street maintenance crew type.
  • Knowledge and ability to use basic math skills to calculate and understand data, such as budget reports, vendor quotes, requisitions, invoices, etc.
  • Must be skilled in the use of a computer and tablet, including but not limited to typing, work order management system, email, calendar, Microsoft Office Suite, particularly Outlook, Excel, and Word (or comparable programs).
  • Ability to learn and become familiar with computer programs like Kronos, Cityworks, and MySuccess
  • Ability to maintain the confidentiality of conversations and data, including but not limited to personnel information, department and City related administrative data, etc.
  • Ability to develop plans, procedures, goals, strategies, or processes. Including the ability to plan, organize, coordinate, and direct others' activities to accomplish a goal.

General Information: Work shall require shifts or irregular hours, which will be determined at the discretion of the Operations Supervisor.

Preferred Qualification

  • Three (3) years of ongoing supervisory experience
  • Proficient use of the Microsoft Office suite
  • Professional Communication Skills
  • Experience working with work hazards, work zones, safety precautions and procedures, OSHA regulations, specialized equipment, and hand tools.

Minimum Qualifications

High School Graduate or Equivalent and seven years related work experience

OR

Associates Degree and five years related work experience

AND

Must obtain a City Driving permit at the time of hire
