Summary

The position is responsible for supporting Workforce Development activities and strategies for the Aviation Department at Charlotte Douglas International Airport.  Duties include managing processes, onboarding, education, and communication related to process-oriented recruitment functions for workforce development programs, transactional recruitment activities for career pathways, vetting processes, and performance management.  Other duties include supporting our departmental business meeting initiatives, education assistance programs, as well as completing special assigned projects that support both the Workforce Development and Outreach team and the Organizational and Talent Development division.  Works closely with and provides support to the Workforce Development and Outreach Manager.  Work is performed with latitude for discretion, independent judgment, and action under minimal supervision; initiative is expected.  Work requires extensive contact with internal and external customers.

General Information:
Primarily works business hours, Monday - Friday.  Hybrid schedule available, schedule subject to calls and work during irregular hours, overtime, and emergency calls back to work.
Valid driver’s license in state of residency and ability to obtain and maintain a City Driving Permit. 
Ability to pass a background check in advance of start date required.  Certain convictions will disqualify individuals from unescorted access privileges and therefore exclude from employment.

Major Duties and Responsibilities

1. Facilitates recruitment process, pre-employment process and onboarding activities such as pre-employment drug tests, physicals, security screening, new employee paperwork/documentation, and orientation.
2. Support Workforce Development and Human Resources-related initiatives such as processing new employees, setting up New Employee Orientation (NEO), recruiting fairs and other special events. 
3. Schedule new employees for CityView orientation. Provide new employees with handbooks, releases, security badges, city driving permits, etc.
4. Coordinate panel interviews and maintain evaluations, ensuring compliance with department standards and regulations. Provide support and guidance to workforce development and outreach team, as well as hiring managers. 
5. Provide assistance maintaining HR analytics and metrics. Measure and assess the effectiveness of transactional HR steps in meeting strategic goals. Track trends in hiring success and turnover rates. 
6. Generate reports, respond to requests for information. 
7. Support the department Employee Business Meetings, ensuring materials and presentations are complete and effective. 
8. Support and organize the Education Assistance programs for department career pathway programs. 
9. Complete special projects as assigned.
10. Build collaborative and effective working relationships with staff across the divisions and the department.

Knowledge, Skills & Abilities

Considerable knowledge of the principles and practices of personnel administration. 
Considerable knowledge of employment laws and policies.
Excellent organizational, interpersonal, and written/oral communication skills.
Ability to adhere to procedures and maintain strict confidentiality.
Knowledge of and skills using various software tools, such as Word, Excel, PowerPoint and Outlook.  
Ability to learn PeopleSoft, JobApps., and WorkDay, as well as other software required to perform duties.
Ability to exercise judgment and discretion in establishing, applying, and interpreting departmental policies and procedures.
Ability to identify and analyze problems and identify possible solutions in support of established goals.  Ability to analyze complex problems and prepare recommendations and working procedures.
Ability to develop and maintain effective working relationships with co-workers, other City departments and the public, representing the Airport in a positive and professional manner.
Ability to express ideas effectively, both orally and in writing.  Ability to prepare and present clear and concise reports, correspondence, and other written materials.  
Ability to analyze statistical and historical data, apply and use results for process changes, report writing and presentations.
Ability to identify and effectively respond to issues, concerns, and needs.  Ability to actively pursue and develop new ideas, methods, and procedures to meet changing situations.

Minimum Qualifications

High School Graduate or Equivalent and three years related work experience

OR

Associate's Degree and one year related work experience

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
