Summary

The City of Charlotte is seeking a seasoned professional with a strong legislative background to serve as a senior level advisor to the City Manager and the Mayor and City Council.  

The city has a Council-Manager form of government with a Mayor and 11 Council Members elected every two years in November, and a professional City Manager to run the day-to-day operations. The Mayor and four Council Members are elected at-large by a city-wide vote. Seven Council Members are elected from districts by voters who reside in each district. While the City Council is responsible for passing all ordinances, some policy decisions also require approval by the North Carolina General Assembly.  

As the largest city in the state of North Carolina and the 15th largest city in the United States, Charlotte has a population of over 900,00.  The City a “AAA” credit rating for general obligation bond issues from the major credit rating agencies. Over 100 people are moving to the Charlotte region every day. Eight Fortune 500 companies are headquartered in the Charlotte region.  Seventeen of the Fortune 1000 companies in North Carolina are located in the region.  The city is home to professional sports franchises including the NBA Charlotte Hornets, NFL Carolina Panthers, and MLS Charlotte FC, and “AAA” level minor league franchises for MLB Charlotte Knights and AHL Charlotte Checkers.  

The city provides direct services to residents, visitors, and businesses including a major commercial service airport that is the 7th busiest in the world, a regional public transportation system that is the largest between Atlanta and Washington, D.C., a regional water and wastewater treatment system, police, fire, transportation, solid waste, planning and zoning, economic development, and housing and neighborhood services, and numerous support services.

This position serves an instrumental advisory and reporting role to the City Manager regarding policy issues, strategic initiatives, and legislative proposals.

Major Duties and Responsibilities

Responsible for providing in-depth policy research and analysis on federal, state, and municipal legislation. 
Develops and maintains effective working relationships with members of the City Council, Mayor's office, other elected or appointed officials, city department heads and key staff, and private sector representatives. 
Leads in the development of the city’s federal and state legislative agendas by working closely with Mayor and City Council, City Manager, department heads, and others.
Collaborates with other governmental entities, quasi-public sector agencies and private sector organizations including, but not limited to Mecklenburg County, the Metropolitan Transit Commission, the North Carolina League of Municipalities, the NC Metropolitan Mayors Coalition, the National League of Cities, the US Conference of Mayors, the Charlotte Regional Business Alliance, higher education academic institutions, designated lobbyist groups, and others to maximize efforts and influence legislative outcomes, especially relating to those goals that are part of the city’s federal and state legislative agendas.
Collaborates with city departments in formulating, developing, submitting, and advocating for competitive grant requests.
Prepare and files legislative liaison and lobbying principal reports with the North Carolina Secretary of State in compliance with North Carolina Lobbying statutes.
Good working knowledge of databases related to legislative affairs including but not limited to Congress.gov, Congressional Research Service Reports, US Government Accountability Office, and the NC General Assembly and its agencies.
Works independently and exercises a large degree of discretion and judgment.
Frequent travel within North Carolina and in Washington, D.C. while the North Carolina General Assembly or Congress is in session and occasionally when not in session.

Preferred Qualification

5 years of progressively responsible experience in working with city, county, state, and federal legislatures, local elected officials, department heads, and other key managers, inclusive of five years of senior management experience, or an equivalent combination of education and/or experience.
Experience with the North Carolina General Assembly (NCGA) and knowledge of the NCGA processes, procedures, and timelines

Minimum Qualifications

Bachelor's level degree and seven years relevant experience.

Or

Master’s level degree and five years relevant experience.

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
