Introduction

The City of Charlotte Finance Department is seeking a temporary salary Financial Reporting Accountant III to work in the Financial Reporting Division.  This position serves as a member of the Financial Reporting team which consists of a Chief Accountant, Assistant Chief Accountant, Accountants, a Budget & Finance Analyst, and an Accounting Technician. 

This position will perform advance professional work managing an accounting related operation for the Airport enterprise fund, supervising accounting employees, and reviewing and preparing financial statements in accordance with generally accepted accounting principles (GAAP) for governmental organizations.

 This is a full time temporary position from July – December 2024.

Major Duties and Responsibilities

  • Ensure the integrity of the city’s financial statements 
  • Monitor financial transactions and ensure appropriate application of generally accepted accounting principles
  • Provide accounting support for airport related activities
  • Prepare and review annual and interim financial statements and monthly bank reconciliations
  • Prepare monthly account reconciliations and analyze subsidiary ledgers
  • Assist with timely testing of various systems and system upgrades (Munis, Gravity and AdvanceFlow) and ensure all defects are documented properly
  • Streamline processes to improve citywide performance around financial systems 
  • Complete assigned tasks to ensure successful completion of the Annual Comprehensive Financial Report by established deadline
  • Prepare and update procedural processes as necessary
  • Conduct research and provide information as needed on various projects
  • Supervise and train staff 
  • Ensure compliance with other required financial reports 
  • Participate in other projects as needed or assigned

Knowledge, Skills & Abilities

  • Degree in Accounting /Finance or closely related field
  • Thorough knowledge of the principles and practices of governmental accounting 
  • Advanced knowledge of the general methods for evaluating financial performance such as income statement preparation, variance analysis and break-even analysis
  • Proficiency with personal computers including spreadsheet and database applications
  • Experience with supervision of staff
  • Ability to establish and maintain effective working relationships
  • Strong written and oral communication skills

Preferred Qualification

  • Certified Public Accountant (CPA) Certification required
  • In-depth knowledge of governmental accounting and sophisticated governmental entities
  • Three or more years of relevant work experience in governmental accounting

Minimum Qualifications

Bachelor's level degree and three years relevant experience.

Or

Master’s level degree and one year relevant experience.

CPA Certification required

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
