The Department is seeking a Budget and Finance Analyst Lead to support the department’s fiscal related activities and functions, which include but are not limited to finance, budget, grant programs, and other fiscal related programs or initiatives. The position will assist in the budget process and work with managers to produce and manage effective budgets.

Major Duties and Responsibilities

  • Prepares accounting transactions, reporting, and analysis. Ensures compliance to Federal, State, and local laws, policies, and procedures regarding financial processes and reporting. 
  • Reviews and approves all financial transactions.
  • Oversees and develops budget and planning activities associated with the annual budgeting process.
  • Prepares reconciliations and performs research related to process enhancement and improvement.
  • Collaborates with other department managers to develop funding requests.
  • Reviews P-Card allocations for documentation and approval.
  • Assists with the preparation of grant applications. Oversees grant reporting and analysis. 
  • Process and track grants for development and business recruitment projects related to Tax Increment Grants, Business Investment Grants, Business Matching Grants, small business grants, etc.
  • Oversees accounts payable and accounts receivable activities. 
  • Supports Financial Services by reconciling and documenting processes. 
  • Supports department strategy and operations.
  • Performs audits to determine compliance with procedures and proper account coding. 
  • Reviews account balances and records to find billing errors and project future trends.
  • Provide training/support/guidance for ERP systems to end users, serving as an SME
  • Assists with financial projects as directed.
  • Trains and oversees staff.
  • Performs other duties as assigned.

Knowledge, Skills & Abilities

  • Knowledge of City financial, procurement and budget related policies and procedures
  • Experience with financial, travel, and procurement software
  • Experience with administrative and clerical procedures, methods, and computer equipment
  • Considerable knowledge of basic PC based software applications, business software, and financial systems
  • Familiar with audit processes
  • Demonstrated ability to perform at high levels and deliver results in a fast-paced work environment with minimum direction. 
  • Thorough understanding of the principles and practices of basic bookkeeping, financial policies and reporting, grant management and accounting procedures
  • Demonstrated experience with Governmental fund accounting and Government purchasing and contracts
  • Knowledge of federal guidelines and reporting requirements
  • Demonstrated ability to effectively analyze management and financial reports
  • Knowledge of business and management principles involved in strategic planning, resource allocation, leadership technique, production methods, and coordination of people and resources
  • Understanding of research methods and analysis techniques
  • Strong attention to detail 
  • Ability to manage complex projects
  • Proven ability to work independently and within a team environment
  • Proficiency in Excel, Word, and Powerpoint

Preferred Qualification

Seven (7) years of related work experience in finance, budget development, analysis, monitoring, accounting, or related field

Minimum Qualifications

High School Graduate or Equivalent and seven year(s) of related work experience

2 Year College Degree and five year(s) of related work experience

 

OR

 

Bachelor's Level Degree and three year(s) of related work experience

 

OR

 

Master's Level Degree and one year(s) of related work experience

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
