Summary

Under the general direction of the Operations Supervisor, coordinates the daily operations of the fire hydrant meter and associated backflow programs and cross-connection control requirements.  Point of contact and coordinator for program administration, billing information, and provides terms and conditions for regulatory compliance.  Sets and removes hydrant meters and backflow devices based on application requests.  Conducts tests and rebuilds backflow prevention assemblies as required.  Responds to hydrant metering equipment maintenance needs, damages, and field emergencies as directed.  Assists and works directly with customers, contractors, developers, public agencies, and general public for all related program requests, inquiries, and instruction.  Provide customers with recommended hydrant location sets.  Monitors monthly usage, performs non-payments activities, reports violations, assists with unauthorized hydrant investigations, reports theft of equipment, maintains hydrant meter and backflow inventory, orders supplies and replacement parts.   

Major Duties and Responsibilities

Administers and coordinates Temporary Hydrant Meter Program.
Assists with the duties and administration of the Temporary Hydrant Permit Program.  
Performs on-site visual inspections of all hydrant metering and backflow prevention equipment on a routine schedule to ensure compliance to the Hydrant Meter Program.
Tests and troubleshoots all backflow prevention equipment and assemblies before deployed. 
Inspects all equipment for damage for final billing of services and applies any charges to the deposit. 
Performs field auditing and assists with reporting meter accuracy and equipment data.  
Leads and performs all activities for investigating violations of the Hydrant Meter Program.
Maintains inventory of all equipment, parts and supplies associated with the program.
Assists with the training of hydrant meter programs, may train and develop employees in the area of the hydrant meter and permit programs. 
Run and work all program business performance reports for Non-payment, Zero Usage, Program Revenue and report them on a monthly basis. 
Works with Account Services for program information, updates, training, and support. 
Works closely with the Public Affairs office and coordinates equipment and temporary taps sets for public events to include potable and non-potable water. 
Performs other duties and tasks as required while maintaining a flexible work schedule.  

Knowledge, Skills & Abilities

Knowledge in water distribution, water meter applications, backflow devices and prevention, cross-connection control, account management, meter reading and billing processes, and fire hydrant operation.  
Ability to investigate and report findings, produce business reports and professional correspondences, analyze data, evaluate quality control procedures with accountability measures.  
Strong customer service skills such as interpersonal interactions, professional development, problem solving with critical thinking, team collaboration, mentoring, and excellent verbal and written communications. 
Must have valid driver’s license, able to lift up to 60 lbs. and work outdoors in extreme cold and hot weather conditions.

Minimum Qualifications

Requires high school diploma or GED with at least five years of work experience in metering equipment, or Associates Degree with three years’ experience, supporting software, data collectors, data management analytics, and utility billing systems.  

Requires a Backflow Prevention Assembly Tester Certification.

$57,165.00 - $63,516.00 Commensurate with Experience

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte.
