Summary

This position is based in the Right-of-Way Section of the Charlotte Department of Transportation's (CDOT) Development Services Division. It is responsible for reviewing Utility permitting plans and coordinating utility installations within the City Right-of-Way.

Major Duties and Responsibilities

  • Process and review/approve utility installations/activities in the Right of Way for adherence to Utilities Standards and provisions (including cabinet placement, pole replacements, coordinating conflicts, fiber location, and consulting in the field before plan submittal. 
  • Work closely with Right of Way construction inspectors on all utility issues. Coordinate all utility permits with all utility companies, private development, and City special projects.
  • Processing utility permit applications within the City Works permitting system.
  • Review and approve utility installation plans for adherence to Right-of-way Utilities Standards and Provisions.
  • Coordinate joint venture opportunities with other utility companies to minimize impacts on the public and preserve the city's right-of-way space.
  • The ability to conduct field investigations related to utility infrastructure placement within the right-of-way (above and below ground).
  • Ensure proper coordination of all permitted construction occurring in the right-of-way to eliminate conflicts with pedestrian and vehicular traffic.
  • Resolve conflicts with other scheduled special events or proposed City projects.
  • Provide utility relocation consulting for private developers.
  • Performs related work as required by supervisor/manager.

Knowledge, Skills & Abilities

  • The successful candidate must be able to demonstrate consistent past utility projects and conflict resolution successes, including basic surveying, engineering and construction standards and procedures, and project inspection.
  • Good communication skills, both verbal and written 
  • Ability to work well with others in a team environment.
  • Ability to interact courteously and effectively with the public.
  • Ability to plan, prioritize, and organize work and complete assignments within expected time frames. 
  • Excellent organizational skills with the ability to manage multiple projects.
  • Intermediate computer proficiency level in Microsoft Word, Excel, Adobe, Outlook, and GIS
  •  Demonstrated ability to apply conflict resolution techniques and positive solution development. 
  • Requires a valid driver's license and a good driving record, as well as the ability to obtain and maintain a City Driving Permit, plus a dependable passenger vehicle.
  • Experience in Right-of-way permit review and/or inspection is preferred.

Preferred Qualification

Associate of Applied Science degree in civil engineering, civil engineering technology, construction management, or related field

Minimum Qualifications

Associate's Degree and one year of relevant work experience

OR

High school diploma/GED and three years' work experience

OR

An equivalent combination of education and relevant work/industry/military/job specific experience that provides the necessary knowledge, skills, and abilities to perform the essential job duties successfully

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.
