Summary

This is a technical position required to support and ensure Charlotte Douglas International Airport’s (hereafter, “Airport”) compliance with federal, state, and local environmental regulations and initiatives.  Duties include those necessary for the compliance and improvement of environmental programs at the Airport.  Reporting to the Airport Environmental Manager, this position resides in the Planning and Environmental Division of the Aviation Department. Work involves overseeing the Airport Environmental Compliance Specialist, supporting the Airport Environmental Compliance Coordinator, and supporting other department staff, City Departments, contractors, and external agencies. 


ADDITIONAL INFORMATION:
  • Certain convictions within 10-year period will disqualify individuals from unescorted access privileges and therefore exclude from employment.
  • A Valid driver’s license with no more than 6 points with the ability to obtain and maintain a city driving permit is required.

Major Duties and Responsibilities

  • Providing oversight, direction, assistance, and insuring completion of routine permit or ordinance related compliance inspections, including stormwater outfall inspections, air pollutant source inspections, SPCC inspections, UST compliance inspections, and waste management inspections.
  • Ensuring adherence to policies and procedures of the Airport’s approved SPCC Program.  The CLT Airport SPCC plan relates to City of Charlotte facilities at CLT Airport, but additionally applies to Airport service providers, contractors, and tenants.
  • Management of the Airport’s Spill Prevention Countermeasure and Control (SPCC) Program.  The position will also assist to ensure all required monitoring, reporting, and coordinating with environmental regulatory agencies is completed with respect to other various governmental programs or requirements such as the Airports NPDES permit, leaking underground storage tank (LUST) assessments, and UST operating requirements.
CIP support
The position will represent Environmental interests surrounding the Airports’ Capital Improvement Plan (CIP) programs by offering project construction support.   Support includes attendance at monthly project review meetings, and lower-level engagements as needed to support earthmoving construction within the balance of environmental compliance.

Remedial Projects
The position will supervise and initiate planned environmental remediation projects and work with Airport-contracted consultants, others in the ENV group, and professional firms to ensure compliance with mandatory testing, corrective actions, monitoring, and remedial system operation.

Sedimentation and Erosion Control
The position will provide backup or confirmation assistance to comply with State and local sedimentation and erosion control compliance on Airport projects, ensuring that inspections are conducted per NCG01 NPDES Permit requirements, and ensuring that approved erosion & sediment control plans are adhered to.  The position will also perform Tier I stormwater management and field inspection/follow up for non-compliance and will address responses to complaints received through communications with regulatory agencies.  This work will require close contact with Airport Project Manager staff and routine discussions regarding project advancement and field activities.

Spill and Environmental Emergency Response
The position will be expected to respond or assist to response to airfield environmental emergencies including but not limited to, fuel spill response and cleanup coordination, HazMat response, and aircraft emergency and incident responses.  The responses may include the necessity to be on site outside of ordinary working hours, including after hours, holidays, weekends, etc.  This is a shared responsibility with other entities and other environmental staff; the need for availability should be assumed infrequent.

Employee and tenant environmental health support
The position may occasionally assist, initiate, or review assessments for Asbestos, Lead paint, Vapor Intrusion, mold, or other potential health risks in order to address employee, tenant, or public health concerns.   An NC Asbestos Accreditation Certification is desired but not required.

Other blanket responsibilities
Overall job responsibilities for the above detailed summary disciplines here may include assistance to the Airport Environmental Compliance Manager or other staff with the compilation and preparation of various documents and reports to support the review or presentation of environmental programs. 
The position will support the ENV project coordinator in determining adequacy of scoping, fee, and negotiation of contracted services. 
The position will participate in various staff or external agency meetings when there are environmental considerations to be included, or a change of existing environmental regulations.

Knowledge, Skills & Abilities

Knowledge of:
  • Federal and NC environmental regulatory law, state and local obligatory regulations, and basic permitting requirements, and compliance expectations for large diverse industrial facilities.
Desktop computing skills should include Microsoft Office software applications commonly used for report and document preparation, presentations, schematic diagrams, project documents, tables, a compilation of data, etc.  The candidate must have clear and concise verbal and written communication skills, and strong analytical and problem-solving capabilities.  Candidates must be able to maintain meticulous notes, meet tight deadlines, and must be able to work independently of others. This position will require the candidate’s time to be split (office versus outside) approximately 60% in the office and 40% outside, with a slight majority of the assignments away from the office at the CLT Center facility.

Skill and Ability to:
  • Ability to perform basic mathematical computations, to make estimates and compile moderately complex engineering or laboratory data and statistics.
  • Ability to use personal computers for word processing and database management.
  • Ability to reason, communicate, understand, and work through the logistics of regulatory challenges.
  • Ability to establish and maintain effective working relationships.
  • Ability to understand and follow directions and perform the objectives independently of others.
  • Ability to read, scrutinize, understand, and reach conclusions with regards to laboratory or testing analytical data.
  • Ability to prepare and present clear and concise non-biased factual reports for a variety of audiences.
  • Ability to moderate and communicate effectively, orally and in writing.  
  • Ability to deal tactfully and courteously with the public, Airport tenants, and regulatory officials, representing the airport in a positive manner.
  • Ability to supervise and inspect work of contractors on construction or remedial projects

Preferred Qualification

This position requires a bachelor’s degree in civil engineering, earth sciences, geology, hydrogeology or related technical field, and course work in environmental subjects and scientific academics. The applicant should have a minimum of two years of supervisory experience. In addition, the applicant should have a minimum of three years of relevant work experience, or an equivalent combination of education and relevant work experience that provides the necessary knowledge, skills and abilities to successfully perform the essential job duties.  Some consideration will be given to those candidates who possess certification and/or licensing as a Professional Engineer or Professional Geologist in North Carolina, or licensed equivalent from another state. Experience in civil or environmental engineering, environmental consulting, environmental planning, geological, or hydrogeological consulting, or remedial services is preferred, and individuals who have worked with regulatory(governmental) entities will be given top consideration.  Experience within Aeronautical, Aviation, or Airport environs is a plus.

Bachelor's Degree and three years of relevant work experience
