Summary

The Aviation Department is seeking two highly skilled and experienced Airport Operation Directors to join our dynamic team at the Charlotte Douglas International Airport. The successful candidates will provide strategic and tactical leadership and oversee regulatory compliance or emergency services operations at our airport. These roles are critical in ensuring safety, security, and efficiency of airport operations.

Major Duties and Responsibilities

The Director of Regulatory Compliance provides both strategic and tactical leadership of Airside Operations, Security Operations and Safety Operations.

Responsibilities:
-Manages and directs all Airside Operation functions, including airfield escorts and inspections, deicing, wildlife and risk management.  Manages and directs related activities associated with the annual Federal Aviation Regulation (FAR) 139 Inspection. Coordinates administration of the Airport’s Certification Program in accordance with the Airport’s Certification Manual and the applicable United States Code of Federal Regulation 14 Part 139 series. 
-Manages and directs Security and Safety Operations, including oversight of credentialing, non-sworn officers, emergency medical response and effective coordination with sworn law enforcement and fire personnel.  Serves as Airport Security Coordinator and as such occupies a significant role in ensuring the safety of persons and property at the Airport. Coordinates administration of the Airport’s Security Program in accordance with the Airport Security Program document and the applicable United States Code of Federal Regulation 49 Part 1500 series.  
-Manages and directs the Airport’s Safety program in accordance with applicable safety standards and guidelines. Supports and drives the safety culture at CLT through the program leadership and administration along with stakeholder collaboration.
-Responsible for administering the division’s succession planning program within the assigned operational area to include strategic placement, coaching and mentoring, and staff development as needed to contribute to the professional development and growth of subordinate staff. Provides exceptional leadership through direction, supervision, motivation and counseling to ensure exceptional performance and career development of subordinate staff.
-Extensive budget management and planning is required along with consistent stakeholder engagement and relationship management with members of the tenant population, other City departments, members of the public, broadcast media community, contractors and federal partners and regulators (Transportation Security Administration – TSA, Federal Aviation Administration – FAA and Customs and Border Protection – CBP, etc.). The exercise of considerable independent judgment is required along with extensive critical thinking. 


The Director of Emergency Services provides both strategic and tactical leadership of functional operational sections including Emergency Management and the Joint Operations Center/Airport Operations Center

Responsibilities:
 -Overseeing the Law Enforcement and Emergency Medical Services programs provided through contractual relationship by the Charlotte Mecklenburg Police Department and MEDIC.
-Steward of the Airport’s Emergency Plan (AEP) to include timely updating and adjusting as required by the Airport’s evolving operating environment. 
-Responsible for the continuous development and maturing of the Airport’s Emergency Management program to include the required training, exercising and drilling necessary to ensure internal and external stakeholder readiness in the event of an Airport emergency.
-Responsible for ensuring the appropriate level of response and management of airport incidents in accordance with National Incident Management System (NIMS) principles.
-Responsible for overseeing the Airport’s law enforcement support programs to include agency liaising, invoice approval, auditing, contractual management and negotiation as well as program changes.
-Responsible for overseeing the Airport’s EMS support programs to include agency liaising, invoice approval, auditing, contractual management and negotiation as well as program changes. 
-Responsible for overseeing the operation of the Airport’s AOC/JOC ensuring programmatic and policy creations and changes align with the Airport’s tactical needs.

Knowledge, Skills & Abilities

-Thorough knowledge of each aspect of the operation within the Airport division to ensure the validity of       strategic decision making while considering the operational feasibility of said decisions.
-Thorough knowledge of airport hazards, safety precautions, applicable FARs and TSRs and associated security regulations and directives. 
-Thorough knowledge of Aviation Department rules and regulations and standard operating procedures.  
-Knowledge of the practices and methods of airport safety, airfield, terminal and other facility operations, ground transportation and parking.  
-Extensive and effective organizational, strategic thinking, reasoning and critical thinking Extensive Statistical analysis and critical thinking skills.
-Ability to aid in the preparation of strategic budgets and budgetary controls.
-Significant operational Analysis and troubleshooting skills.
-Ability to prepare and maintain budgets and budgetary controls.
-Ability to make comprehensive strategic and tactical recommendations to operational problems which will improve the safety, quality and productivity of the work performed.
-Thorough knowledge of airport associations and the ability to maintain effective working relationships with internal and external stakeholders.
-Ability to actively pursue and develop new ideas, methods and procedures to meet changing situations.
-Ability to provide direction, communicate effectively both verbally and in writing, and drive projects to completion and on schedule, to scope, and within budget.
-Ability to lead through change and emergency situations. 
-Ability to model leadership characteristics consistent with organizational principles.

Minimum Qualifications

Bachelor's Degree and seven years of relevant work experience

OR

Master's degree and five years of relevant work experience

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte.
