Summary
The City of Charlotte’s
Human Resources Department is seeking a Human Resources (HR) professional to
join the Employee Relations and Compliance Division and serve as an Employee
Relations HR Specialist.
This hybrid role is part
of a cross-discipline team of HR subject matter experts. The ideal candidate is
one who has demonstrated experience owning processes, supporting a variety of human
resources functions, and has strong administrative skills.
This person will manage
the City’s Employment Security Commission process (unemployment claims) and may
serve as administrative backup to a variety of HR functions such as Drug and
Alcohol, Family Medical Leave Act (FMLA), American with Disability Act (ADA), Language
Access and special projects.
Major Duties and Responsibilities
- Manages the
unemployment process for the City of Charlotte and serves as the unemployment
liaison which includes receiving unemployment notifications, ensuring the
appropriate parties are made aware, and the appropriate information is reviewed
for accuracy, and a thorough response is provided prior to the deadline.
- Facilitates the sick
leave transfer request process
- Serves as
administrative back up for drug testing process, provides FMLA, ADA, and
Language Access support when needed
- Conducts a variety of
administrative task to include but not limited to contributing to the HR
Newsletter, ER internal webpage, created exit and feedback surveys, public
information request, and other special projects
- Collaborating with different
lines of business to ensure department HR team members understands City
processes, practices, and policies
- Ability to work in a
fluid environment where day to day activities may vary and the ability to effectively
manage multiple cases simultaneously
- Use metrics to analyze
data, identify trends and gap areas, research and stay abreast of industry best
practices to help mitigate risk
- Build rapport and
establish relationships, collaborate, conduct meetings with stakeholders, and
readily available to work in person at different worksites when needed
- Performs other related
job duties as assigned
Knowledge, Skills & Abilities
- History of performing risk mitigation measures
- Effective oral, written, and interpersonal communication;
ability to conduct presentations in group and one-on-one settings
- History
of upholding confidentiality of personnel matters
- Advanced level of competency in Microsoft Office software
applications
- Ability to demonstrate technical competencies with case
management and HRIMS software systems such as Navex, PeopleSoft, Workday, etc
- Proficiency with prioritization, organization, and coordination abilities
to work on multiple projects in a fast-paced environment with tight deadlines.
- Ability to adapt and manage multiple priorities in a dynamic
environment
- Proven competence with critical thinking skills and the ability
to influence without direct authority
- Has
working knowledge with specialty areas under the umbrella of the Employee
Relations and Compliance division
- Ability to analyze data, demonstrate tactical skills for
immediate needs, and strategically for future needs
- Ability to report into the office/worksite as requested by the
department.
Minimum Qualifications
High School Graduate or Equivalent and three years related work experience
OR
Associate's Degree and one year related work experience

Conditions of Employment
The City’s Background Check Policy requires background
checks to be conducted on final internal or external candidate(s) applying for
any position with the City of Charlotte. The type of information that will be
collected as part of a background check includes, but is not limited to:
reference checks, social security verification, education verification,
criminal conviction record check, and, if applicable, a credit history check,
sex offender registry and motor vehicle records check.
Background checks must be in compliance with all
federal and state statutes, such as the Fair Credit Reporting Act (FCRA). The
checks must be consistent with the guidelines set forth by these laws requiring
organizations to obtain a candidate’s written authorization before obtaining a
criminal background report, motor vehicle records check or credit report; and
to properly store and dispose of information derived from such reports.
