Summary

The City of Charlotte’s Economic Development Department takes great pride in our success with bringing together public and private resources to create places that attract a diversity of talent, job opportunities, and businesses. Areas of focus include development/redevelopment, entrepreneurship and small business support, business recruitment and retention and talent development. Through active and strategic collaborations with other City departments and community partners, the team fulfills its purpose of helping businesses and residents thrive.

The Economic Development Department is seeking a Communication and Marketing Manager who is a creative and engaging marketer/storyteller that can simplify complex information to connect with its diverse audiences and stakeholders. The position will also work closely with the City of Charlotte’s Communication and Marketing Department to ensure our messaging aligns with city-wide goals, storytelling efforts and branding standards.  Responsibilities of the Economic Development Department Communication and Marketing Manager listed below will be coordinated with city-wide efforts managed by the City of Charlotte’s Corporate Communication and Marketing Department.  


  • Creates and implements external communication, branding and marketing strategies and campaigns for the Economic Development Department.
  • Coordinates the design, development and execution of marketing materials including social media engagement, web content management, marketing automation and web analytics.
  • Performs or coordinates the design, layout, and production of print and electronic marketing collateral.
  • Leads a social media-based storytelling strategy using Economic Development accounts and coordinates appropriate messaging on City of Charlotte social media channels with the Communication and Marketing Department.
  • Economic Development website assistance:
  • Track, analyze and report on content performance and goals related to web visits, engagement, click-throughs, opt-ins, and shares.
  • Trains and educates Economic Department staff on communications and marketing best practices that assist with storytelling and creating a content pipeline.
  • Supports Economic Development staff with digital and print marketing needs for business recruitment and retention, small business support, talent development and public-private partnerships.
  • Leads or participates in the planning and execution of special events, including groundbreakings, ribbon cuttings, celebrations, press briefings, etc.
  • Work closely with Assistant City Manager, Economic Development Department and Communication and Marketing Department to collaborate on storytelling efforts that show Charlotte’s diverse and thriving economic climate as well as showcases the work of the team as community leaders in the field. 
  • Create presentations for the Assistant City Manager, Economic Development Department leadership and special projects.
  • Oversee the development and content maintenance of the Economic Development Department’s websites.
  • Explore the city and develops relationships with Charlotte businesses, uncovering trends and story ideas.
  • Perform other duties as assigned.

Knowledge, Skills & Abilities

  • Excellent verbal and written communication skills
  • Knowledge of business and management principles involved in strategic planning, resource allocation, leadership technique, production methods, and coordination of people and resources.
  • Adept at deploying evolving digital and social media platforms to promote messaging.
  • Strong public relations skills, both verbally and in writing.
  • Proficiently use social and digital media platforms.
  • Analyze, interpret and report economic, demographic, and sociological research findings.
  • Manage multiple top priority projects at one time.
  • Work within a fast-paced environment and is deadline-driven.
  • Direct consultants and project teams.
  • Exercise initiative and independent judgment and confidentiality in managing sensitive projects.
  • Establish and maintain effective working relationships with the city’s leadership team, news media, business leaders, community groups, city officials and the general public.
  • Able to adjust quickly to changing priorities and circumstances.
  • Ability to synthesize information to create effective messaging.
  • Proven ability to manage multiple high priority, high profile projects concurrently.
  • Experience with strategic frameworks and performance measurement.
  • Strong project management capabilities.
  • Strong attention to detail. 
  • Proven ability to work independently and within a team environment.
  • Proficiency in Microsoft Office and Adobe Creative Suite.

Preferred Qualification

  • Bachelor’s degree in communications, journalism, public relations, or a related field.  
  • Minimum seven (7) years of related work experience in communications and marketing.
  • Any equivalent combination of training, education, and experience that provides the required skills, knowledge, and abilities.

Minimum Qualifications

High School Graduate or Equivalent and nine years related work experience

OR

Associate's Degree with seven years related work experience

OR

Bachelor's Degree and five years related work experience

OR

Master's Degree and three years related work experience

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

Background checks must be in compliance with all federal and state statutes, such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate’s written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
