Summary

Airside Operations Training Coordinators perform skilled work, including planning, scheduling and coordinating training-related classes, administering behind-the-wheel tests, maintaining accurate records. This position specifically focuses on FAR Part 139 and Movement Area Training (MAT).  Participates in and coordinates in the programs to comply with FAA and TSA regulations to operate a large-hub commercial airport. Ensures compliance with FAR Part 139 by following standard operating procedures (SOPs), Airport Certification Manual (ACM), Wildlife Hazard Mitigation Plan (WHMP), Airport Emergency Plan (AEP), and other working documents. Ensures all documentation including records, reports, and logs are completed according to policies and procedures. Formulate comprehensive and concise communications in both oral and written form while representing CLT in a professional and positive manner. Coordinate and perform enforcement of airport rules and regulations that govern the operation of the airfield and Airport tenants.

General Information:
Must be able to work assigned shifts, including holidays, and reports back to work during emergencies, urgent situations, special events and inclement weather. Shifts are generally divided into first, second, and third shift hours to cover a 24/7 operation. Hours are subject to change based on operational need. Overtime may be offered and/or mandated when needed.  
This position is deemed essential and employees are subject to mandatory overtime. 
Must successfully pass and maintain an active Security Threat Assessment (STA) and Criminal History Records Check (CHRC). Certain convictions will disqualify individuals from unescorted access privileges and therefore exclude from employment.
Valid driver license in state of residence and maintain a City driving permit.  
Must obtain and maintain Aircraft Movement Area Driver’s endorsement within 90 days of employment.

Major Duties and Responsibilities

1. Coordinate MAT duties to include oversight of the AAAE IET MAT platform, provide initial movement area (MA) driver hands-on training, administer behind-the-wheel (BTW) practical tests, organize FAA records, distribute MA credentials for active drivers, monitor the driver status of MA drivers, and document responses to Letters of Investigation for surface incidents on the MA.
2. MAT duties include working with airfield tenants to coordinate access to and use of the AAAE IET MAT platform, provide initial MA driver hands-on training, administer behind-the-wheel (BTW) practical tests, distribute MA credentials for drivers, monitor the driver status of MA drivers, and document responses to Letters of Investigation for surface incidents on the MA. Part 139 Self-Inspection training duties include: preparing, recording, and distributing training on the required FAA topics, organize records for all training documents, and prepare records for each annual FAA Part 139 Certification Inspection.
3. Assist with developing internal procedures for the safe and orderly access to and operation in MA and Safety Areas by pedestrians and ground vehicles to include the ACM, AEP, Letters of Agreement (LOA), Snow and Ice Control Plan (SICP), Surface Movement Guidance and Controls (SMGCS) plan, and other working documents. 
4. Works with the Airport’s IDMS program, CBP, and the Credentialing office to renew Airside Operations SIDA badges and keys.
5. Participates as needed in the self-inspection program for the airfield, runways, taxiways, runway, apron and terminal facilities and properly reports discrepancies.
6. Ability to respond calmly and effectively during emergency and irregular operations incidents following NIMS/ICS structure. 
7. Supports other Airport Operations Sections by performing assistance duties for irregular and emergency operations such as crowd control, fire watches, escorts, and other duties deemed necessary for continuity of operations.
8. Other duties as assigned.

Knowledge, Skills & Abilities

1. Thorough knowledge of FARs Part 139, 77 and associated Advisory Circulars, Aviation departmental rules and regulations and standard operating procedures.  Knowledge of other applicable federal regulations including FAR Part 121, TSR Part 1542, and NIMS/ICS.
2. Considerable knowledge of airport operations, FAA standards, hazards, and safety precautions.
3. Skills to communicate clearly and effectively verbally in person, telephone, and two-way radio systems. 
4. Skills to effectively organize data and prioritize resources during routine and special operations. 
5. Ability to work automatously and maintain structure in a varying schedule based on the needs of tenants and workload. 
6. Ability to establish and maintain effective working relationships with internal and external stakeholders, representing CLT in a professional, positive manner.
7. Ability to respond calmly and effectively in emergency and stressful situations.  Must be able to assess situations quickly, objectively and determine the proper course of action within established rules, regulations and procedures.
8. Ability to effectively deliver and tailor training techniques to various learning styles.
9. Ability to effectively judge if an individual is meeting standard benchmarks for Part 139 training and MA.

Physical Requirements:
Works mainly outside or within a vehicle. Spends about 75% of the time sitting, standing and walking.  The remainder of the time could be spent bending, reaching, twisting or driving.  Must be able to walk up to one mile and drive up to 25 miles daily. Lift up to 25lbs for short distances, and lift and carry 5 lbs for up to 100 yards. Must be able to climb and descend stairs, perform inspections on foot and in a vehicle, operate various features of the terminal facility, including elevators, escalators, lighting, automatic doors and security gates.  Must be able to operate and monitor communications equipment, such as computers, radios and telephones.  May be exposed to chemicals, fumes, solvents, machinery, moving objects/vehicles, dust, slippery/uneven surfaces and excessive noise.

Preferred Qualification

At least one year experience at a FAR Part 139 certified airport.  Experience in Airside Operations at CLT.  MA privileges, current or previous. AAAE ACE (Operations) or Certified Member designation.  Bachelor’s degree in aviation or related field.

Minimum Qualifications

High School Graduate or Equivalent and five years related work experience

OR

Associate's Degree and three years related work experience
