General Services consists of capital project management, fleet services, procurement, environmental services, property management, and other support services.

Summary
The Security and Facilities Administrator for CMGC (Charlotte Mecklenburg Government Center) and City Hall oversees all aspects of security operations and facility management across multiple critical government locations. This role ensures the safety, efficiency, and smooth operation of these facilities, supporting a secure environment for employees and visitors.
Major Duties and Responsibilities
- Security Systems Administration:
- Manage and administer secure access systems, panic/door alarms, key systems, and CCTV equipment for CMGC, City Hall, and the CMGC parking deck.
- Oversee programming, permissions management, and maintenance to ensure operational integrity and compliance with security protocols.
- Technical Expertise:
- Provide expert-level technical support for electronic devices, access systems, CCTV networks, and other security equipment.
- Troubleshoot and resolve complex issues, coordinate repairs with external vendors, and implement security procedure upgrades
- Customer Service Leadership:
- Act as lead customer service representative, ensuring exceptional service delivery for employees and visitors.
- Coordinate with city and county departments, contractors, and the public to address security concerns and operational issues promptly.
- Operations Management:
- Oversee daily operations of the CMGC Control Room and Security staff, manage the elevator system, and coordinate activities with armed security personnel.
- Implement security protocols during special events and emergencies to maintain public safety
- Project Coordination:
- Lead strategic projects to enhance security measures, upgrade access control systems, and install new CCTV systems.
- Collaborate with management, IT departments, and law enforcement to plan and integrate security enhancements effectively.
- Compliance and Audits:
- Ensure regulatory compliance through inspections, audits, and backups of security systems and procedures.
- Maintain detailed records to support continuous improvement of security infrastructure.
- Emergency Preparedness:
- Develop and maintain emergency communication plans, oversee emergency radio systems, and conduct drills to enhance facility resilience.
- Cross-Departmental Liaison:
- Foster partnerships with city departments and agencies to coordinate security efforts and responses. Address security concerns and ensure cohesive security management across all operational areas.
- Training and Compliance:
- Establish and update security SOPs, conduct training, and review compliance to maintain security standards. Ensure consistency and readiness among security staff and stakeholders.
- Public Safety Advocacy:
- Collaborate with community stakeholders to address security issues affecting city facilities and events. Advocate for proactive security measures and promote a safe environment for all occupants and visitors.
Knowledge, Skills & Abilities
- Proficiency in access control systems (e.g., Onguard), CCTV systems, and video management systems (e.g., Genetec).
- Strong leadership skills with experience in project management and stakeholder coordination.
- Excellent communication skills and a strong customer service orientation.
- CPR and AED certification required.
- This position requires availability for on-call duties and occasional extended hours to respond to emergencies and special events. The Security and Facilities Administrator must demonstrate high levels of professionalism, discretion, and adaptability to ensure the safety and security of CMGC employees and visitors.
Preferred Qualification
- Bachelor’s degree in Business Administration, Security Management, or related field preferred.
Minimum Qualifications
- Minimum of five years of progressive experience in security operations and facility management, preferably in a government or large institutional setting or equivalent skills, background and education
Salary
- $56,022 - $70,028 Commensurate with experience
Conditions of Employment
The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.
Background checks must be in compliance with all federal and state statutes, such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate’s written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.
Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
