Summary

This is high-level technical and administrative work overseeing maintenance and repair of landside pavements, including asphalt paving, concrete slab repairs, spall repairs, secure fence line repairs, and other repairs completed by inhouse staff and contractors. Work requires extensive experience reviewing airfield construction drawings, overseeing landside  construction projects, and FAA Part 139 Certification requirements. Work is performed under strict guidelines such as FAA and TSA, time limitations and limited supervision. Follow guidelines for public safety, security and customer service. Work involves considerable contact with the FAA, contractors, airline tenants and airport employees.  Technical supervisory work also includes managing various contractors and construction contracts.

General Information:

  • Generally the hours are from 6:00 AM to 4:00 PM Tuesday-Fri day. Schedule subject to overtime, irregular hours, including evenings and weekends based on assignment; also, schedule subject to change and emergency calls back to work.   
  • Valid driver’s license and ability to qualify for and maintain City driving permit. 
  • Pass security check in advance of start date, and maintain security authorization. Certain criminal convictions will disqualify individuals from unescorted access privileges and therefore exclude from employment.

Major Duties and Responsibilities

  1. Supervise crews of Airfield Maintenance Technicians and Equipment Operators who are using airfield sweepers and water flushers and grading equipment, repairing asphalt and concrete pavement and pavement crack filling, FOD removal, airfield mowing, airport specific heavy equipment operations and other miscellaneous duties.
  2. Manage and oversee various work task performed by contractors and airport staff to ensure division demand and that responsibilities are being met and all while FAA, TSA and MAT regulations are being followed.
  3. Solicit, manage, monitor, review, inspect, various other roles on maintenance contracts including large brush mow contract, spall contract, concrete and asphalt contract, fence contract, rental equipment contract and other contracts as needed; inspects all work to ensure contract compliance with specifications.
  4. Monitor and increase the effectiveness and efficiency of assigned technicians by assigning, directing and participating in their daily work.  Ensure technicians follow safety rules and department and airport specific regulations. Keep management fully informed about daily operations.
  5. Review, investigate, resolve or make recommendations about requests for service or property maintenance needed all while maintaining FAA part 139 and TSA security compliance requirements.  
  6. Coordinate and supervise the daily use and airfield maintenance of supplies and equipment and make recommendations for repairs.  Assign and test and train on specialized airport specific equipment.
  7. Review and maintain accurate records and work orders daily.  
  8. Originate and maintain documentation for employee performance appraisals.
  9. Train new technicians in Department and Division training and provide ongoing training for experienced technicians.  Maintain accurate training records for Division and Aviation specific Training.
  10. Operate a variety of other equipment, such as loaders, backhoes, dozers, skid steers, dump trucks, multifunction snow plows and airport specific snow equipment, during demonstrating or assessing equipment use or capabilities.
  11. Perform job duties while complying with all MAT and FAA airport requirements and TSA security requirements.
  12. Perform Job duties require operation vehicles or heavy equipment in/on and around active runway and taxiway environments while follow instructions provided by FAA traffic controllers and following airfield signage, lighting and paint marking instructions.
  13. Through the conduct of primary duties, peruses airfield for discrepancies and either repairs or reports these discrepancies to appropriate personnel.
  14. Inspect equipment to determine needed repairs and necessary parts.
  15. Assemble quotes and prepare necessary documents for contractor work.
  16. Review records of work performed and materials used in repair to ensure accuracy and quality of work.
  17. Authorize requests for parts, materials and supplies. Prepare cost and materials estimates on breakdowns and repairs.
  18. Ensures that employees are informed of, and comply with, safety rules, operating policies and personnel regulations.
  19. Various management duties with asphalt paving, concrete slab repairs, spall repairs, secure fence line repairs, and other repairs completed by inhouse staff and contractors.
  20. Oversee all aspect of airfield work ensuring compliance with FAA circulars on all runways and taxiways including safety areas.
  21. Assist with annual operating and capital budgets.
  22. Responds to calls outside of normal work hours and returns to work as needed to resolve urgent problems 24/7/365.

Knowledge, Skills & Abilities

  • Thorough knowledge of methods, tools and materials used in mechanical and maintenance or repair. 
  • Thorough knowledge of Part 139 Airfield Certification Criteria and applicable FAA Advisory Circulars for airfield construction with various repairs.
  • Knowledge of occupational hazards, environmental regulations, safety precautions or trade and the ability to enforce adequate safety precautions against such hazards.
  • Excellent organizational and reasoning skills required, as well as the ability to follow directions, communicate effectively both verbally and in writing, and complete projects accurately and on schedule. 
  • Ability to supervise, assign and review work of subordinates.
  • Working knowledge and experience of traversing the airfield and coordinating with FAA Air Traffic Control.
  • Ability to establish and maintain effective working relationships with departmental employees, other public and private agencies and the general public.
  • Must have AAAE ACE Airfield Operations Certification or AAAE CM Certified Member Certification within one year. 
  • Successful candidate must successfully pass and obtain Movement Area Training (MAT) Endorsement within the first 6 months of employment in order to maintain employment.

Preferred Qualification

High school graduation/GED plus five years’ experience in general construction, labor and maintenance work or Associate’s Degree and three years of experience, or an equivalent combination of education and relevant work/industry/military/job specific experience that provides the necessary knowledge, skills and abilities to successfully perform the essential job duties.  Supervisory experience preferred. Must be familiar with or have the ability to become familiar with FAA part 139 standard requirements for the airfield environment, TSA airport security requirements, and FAA part 77 standard requirements MAT rules and regulations.  

Minimum Qualifications

High School Graduate or Equivalent and five years of relevant work experience; or 2 Year College Degree and three years of relevant experience; or Bachelor's Level Degree and one year of relevant experience
