Summary

This is professional work in the development and implementation of the City of Charlotte Fire Department, as well as administrative support, difficult and complex clerical, administrative and technical duties.  The HR Specialist duties will involve providing administrative support to various members of Fire Administration. Successful individual will possess a high degree of independent judgment and initiative.   This position will report to the Human Resources Manager and will require attention to detail, strong organizational skills with the ability to effectively plan, prioritize and organize work is essential to be successful. Work is performed, independent judgment, and action under minimal supervision.  The position will require extensive contact with internal and external stakeholders, and representatives from a variety of organizations.

Major Duties and Responsibilities

1.     Provide administrative support to Human Resources Manager and HR Generalist.

2.     Schedule interviews and set up interview panels.

3.     Enter new hires into Workday and assist with onboarding.

4.     Conduct applicant reference checks.

5.     Prepares Civil Service documents for sworn new hires and promotional candidates.

6.     Oversee scheduling of polygraphs, physicals, uniform fittings, and conducts background checks.

7.     Build and maintain applicant files, prepare new hire files and files employee documents.

8.     Provide copies of employee files upon request.

9.     Serves as administrative support and point of contact for Civil Service Board.

10.  Assist with FPAT.

11.  Assist with candidate applications for civilian, sworn and promotional candidates.

12.  Serve as a Proctor at written exams.

13.  Assist with compiling data for Entry Level Fire Fighters.

14.  Compilation and verification of data for Entry Level Fire Fighter exams.

15.  Respond to candidate inquiries and verifications of employment.

16.  Complete various city initiatives and special projects as assigned.

Knowledge, Skills & Abilities

1. Strong written and verbal communication skills.

2. Ability to prepare and present clear and concise correspondence and other written materials.

3. Ability to adhere to procedures and maintain strict confidentiality.

4. Computer literacy and proficiency with Microsoft software programs Excel, Word, Outlook and PowerPoint as well as other HRMS systems.

5. Knowledge of recordkeeping procedures and records retention.

6. Must be able to communicate with a diverse group of employees with a wide variety of needs.

7. Must be able to work effectively with co-workers, other departments, and represent the Charlotte Fire Department in a professional and positive manner.

  • Positions in this class typically require grasping, talking, hearing, seeing, and repetitive motions.

Physical Requirements:

  • Essential and marginal functions may require maintaining physical condition necessary for sitting, standing, climbing, or walking extended periods of time.
  • Light to moderate lifting and carrying; some crouching, stooping, squatting, crawling, reaching, pushing, and pulling when performing tasks.
  • Adequate vision, hearing, and speech required.

Sensory Requirements:

  • Concentrated and attentive use of one or more senses (visual, audio, and other sensory modalities) for proof reading, data entry, tabulating data
  • Ability to operate in an environment with frequent interruptions from people and or noises, which in return could result in some level of stress, fatigue, or strain.
  • Comprehensive of written information in work related documents
  • Ability to hear, understand, and distinguish speech.

Working Conditions:

  • Work is performed in an outdoor and indoor office environment with moderate exposure to atmospheric conditions; moderate exposure to environmental conditions (such as officers, community members, etc.); and frequent exposure to computer screens, files, and phone.
  • Ability to sustain prolonged concentration, problem-solving, and decision-making skills during physical exertion and/or working in stressful environments.

Preferred Qualification

  • Recruiting experience with a concentration in Human Resources.
  • Associate degree and three year(s) of related work experience.

Minimum Qualifications

High School Graduate or Equivalent and one year(s) of related work experience

2 Year College Degree

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

Background checks must be in compliance with all federal and state statutes, such as the Fair Credit Reporting Act (FCRA). Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
