Summary

This position supervises assigned Field Operations crews and related functions along with assigned staff. In addition, the selected candidate will work directly with the Field Operations Manager(s) and training team to meet Charlotte Water's strategic training and development programs and initiatives. Work involves: valve operations, planning, organizing, training, coordinating, administering and overseeing daily field operations; supervising assigned crew/staff; evaluating operational performance, and directing changes to resolve problems, and ensuring quality goals are met; auditing processes and procedures in the field and related office environment to ensure work is completed within quality and time guidelines; planning weekly schedules ensuring coverage;  allocating work; visiting job sites daily; ensuring safety regulations are followed; making sure crews has/have tools and equipment necessary for their work; provide training and guidance to crews in field environment; ensuring proper documentation is maintained; and assisting in operating of heavy equipment and making repairs. This position also handles emergencies and customer complaints as well as works a rotating on call schedule.  

Major Duties and Responsibilities

Leads and develops a multi-skilled workforce supporting the goals and objectives of the organization; coaches and motivates team members; trains employees; and communicates needs and expectations to team members. 
Supervises and coordinates work activities of assigned staff; assigns work, monitors status of work, and inspects completed work; participates and provides input in staffing decisions relative to hiring, firing, discipline, and promotional opportunities; evaluates performance by completing performance reviews; mentors staff; and aids with career development. 
Monitors and assists with developing cost-effective work practices to improve team productivity.   
Assists with preparation of daily/week work schedules and plans; assists with prioritizing, scheduling, assigning work orders; evaluates workloads; and schedules coverage during vacation, illnesses, and holidays. 
Ensures that proper work order documentation is completed for all job assignments. 
In emergency conditions, assists with work support requirements such as staging of parts, materials, supplies, and equipment. 
Ensures that work completed meets performance standards; performs field audits.   
Ensures field work meets industry standards as set forth by Charlotte Water. 
Assists in managing local contracts related to field operations. 
Ensures that effective and timely communications are maintained between team members and other appropriate stakeholders; attends team meetings. 
Provides technical expertise and work assistance to work teams; monitors and supports field operations; resolves team conflicts; and provides safety review. 
Provides inspections of in-progress and completed work for high priority work assignments to ensure that quality control and work site safety standards are maintained. 
Responds to customer issues in a timely and professional manner. 
Co-develops, reviews, and implements operational plans and goals; coordinates work with other teams, support groups, and leadership. 
Assists in the development and implementation of new ideas with Dispatch for reporting, filing, and communicating with the crews. 
Assists management in operational planning. 
Produces status reports for management. 
Responds to work in inclement weather, natural disaster, and high-profile events. 
Performs field work as needed; assists in repairing and maintaining water and sewer infrastructure; and operates heavy equipment such as backhoes, track hoes, front-end loaders, forklifts, skid steer, dump trucks, crew cab truck, and trailer as needed. 
Performs safety check on crews; transports injured employees to the doctor and ensures needed paperwork is completed as well as takes employees for random drug and alcohol screenings. 
Performs other related job duties as assigned.

PHYSICAL DEMANDS: 
The work is medium work and requires applying 30 pounds of force frequently and exerting up to 50 pounds of force occasionally to move objects. Additionally, the following physical abilities are required: balancing, crouching, feeling, grasping, handling, perceiving sounds at normal speaking levels, distinguishing among sounds, mental acuity, pulling, pushing, reaching, repetitive motion, speaking, standing, expressing ideas by spoken word, shouting above noises, visual acuity in data/color/observations/equipment/inspections, and walking on uneven surfaces. 
 
WORK ENVIRONMENT:  
The work is medium work and requires applying 30 pounds of force frequently and exerting up to 50 pounds of force occasionally to move objects. Requires ability to work on-call and work extended hours in all weather conditions. 

Minimum Qualifications

High school diploma or GED from an accredited school; technical school or associate degree preferred. 
C- Distribution or Grade 1 Collections Certification 
Five (5) years of related work experience in municipal sewer and water utilities system maintenance including one (1) year of supervisory experience.

$71,557.00 - $79,506.00 Commensurate with Experience
