Summary

The Engineering Project Coordinator will work under the supervision of an Engineering Program Manager in the Aviation Department at Charlotte Douglas International Airport (CLT).  They will assist project managers in the development of future airport projects, and coordinate tasks within larger construction, maintenance, or rehabilitation projects for airport facilities. This position requires use of local, state, and federal specifications (FAA standards) and regulations for development of projects.  Work requires the use of technical expertise, judgment and discretion.  Work involves considerable contact with the public, contractors, and other airport employees. May oversee contracts for various third-party service providers (e.g. contracts for testing, surveying, and construction inspections for various airport projects). 

General Information:
  • Primarily works business hours, Monday - Friday. Schedule subject to irregular hours, including evenings and weekends based on assignment; also, schedule subject to change and emergency calls back to work. 
  • Valid driver’s license with no more than 6 points and the ability to obtain and maintain city driving permit.
  • Certain convictions will disqualify individuals from unescorted access privileges and therefore exclude from employment.

Major Duties and Responsibilities

  1. Coordinates tasks within larger construction, maintenance, or rehabilitation projects for airport facilities supporting Engineering Program Manager.  Reports significant issues to Program Manager, and Project Managers.
  2. Liaises with construction inspection staff for projects at CLT as directed.
  3. Assists in Master scheduling, resource forecasting, budgeting and procurement of consultants for design services of CIP projects.
  4. Uses Project Controls software (e-Builder) in order to interface with contractors and consultants on the answering of RFIs, Submittals, and Pay Applications.
  5. Provides direct administrative and technical support to program management teams; compiles and analyzes data necessary to monitor project budgets and expenditures; applies for and maintains required permits; schedules or performs inspections to ensure compliance with design specification and all regulatory requirements; and facilitates adherence to reporting and documentation requirements. 
  6. Coordinates and/or performs tasks related to the programming phase of the project (planning & preliminary design/concepts): identifies user needs and requirements; confers with all appropriate parties to solicit input and feedback; develops cost projections, engineering specifications, project budgets, and schedules; and facilitates approval of project and final design.
  7. Coordinates and/or performs tasks related to process for bidding and contracting of services of various project components in conjunction with  Airport contracts officer; assists in the preparation of Requests For Proposal (RFPs) for engineering services, design services, construction services, inspection services, maintenance services, or other services; participates in pre-bid and pre-construction meetings.
  8. Coordinates and/or performs tasks related to design and/or construction phases; attends regular project progress meetings; works with consultants, contractors, and work crews to resolve problems and initiate the appropriate solutions; assists with field decisions and approves change orders as appropriate to level of authority; monitors adherence to project schedules; inspects quality of construction work and materials; and coordinates final inspections with contractors and engineers. 
  9. Prepares, receives, and/or reviews construction and engineering plans, designs, and specifications pertaining to projects: performs or requests the consultant to provide modeling, testing, planning, and engineering studies in support of project analysis and design; reviews and verifies engineering calculations and analysis submitted by consultant engineers; and makes recommendations concerning improvements, modifications, design strategies, structural systems, or other aspects of project development.
  10. Responds to calls outside of normal work hours, and returns to work as needed to resolve urgent problems 24/7/365.

Knowledge, Skills & Abilities

  • Skills to interpret technical plans and specifications.
  • Ability to use project controls software, and analyze schedules.
  • Strong written and oral communication skills, including the ability to maintain good working relationships with tenants, clients, contractors, management, coworkers and the general public, and represent the Airport in a professional manner.
  • Proficiency with computer applications such as Microsoft Word, Excel, PowerPoint, SharePoint, Adobe, and Bluebeam, and with mobile devices such as tablet computers.
  • Ability to successfully perform project management tasks including the proactive management during project initiation, planning, implementation and closeout.
  • Knowledge of Federal Aviation Administration Advisory Circulars, Engineering Briefs and Federal Aviation Regulations as they pertain to airfields and airport facilities.
  • Knowledge of Transportation Security Administration security regulations and requirements.
  • Ability to apply conflict resolution techniques.

Preferred Qualification

Bachelor’s degree in engineering or a related field, and two years experience; or an equivalent combination of education and relevant experience that provides the necessary knowledge, skills and abilities to successfully perform the essential job duties.  Previous design or technical planning experience demonstrating progressive responsibility for the coordination of tasks in civil engineering or airport capital improvement projects is required. Three years of relevant experience preferred and prefer licensure as an Engineering Intern (E.I.), or ability to obtain within one year of employment.

Minimum Qualifications

Bachelor's Level Degree - Engineering and one year relevant experience.

Conditions of Employment
