Summary

The City of Charlotte’s Department of Transportation (CDOT) is seeking a leader with a demonstrated commitment and passion for collaboration and innovative thinking to help shape our mobility planning initiatives. The Transportation Planner III is part of a team of planners and engineers responsible for planning Charlotte’s future mobility investment and contributing to regional planning work through the Charlotte Regional Transportation Planning Organization.  This position will collaborate across departments, partner agencies and the community to achieve multi-modal solutions that shape our rapid growth and development. Among its many responsibilities will be supporting the Department's traffic analysis team on strategic corridor analyses, supporting right-of-way asset management and documentation, and supporting regional collaboration with special emphasis on project submittal and ranking in support of long-range transportation plans. This position requires a high level of technical, interpersonal, and communications skills.

Major Duties and Responsibilities

  • Analyze large transportation datasets from various sources, including probe data, GPS data, and survey data to analyze current and past transportation trends to inform decisions around transportation investments. Develop interactive dashboards and visualizations to communicate findings. 
  • Create systems within the department to streamline asset management, reporting and documentation.
  • Work closely with planners/engineers to understand their needs and provide data-driven recommendations. Participate in project meetings and contribute to the development of strategic initiatives.
  • Perform corridor study or subarea analyses using microsimulation software.
  • Compile travel, land-use, and socio-economic data used in the analysis of travel patterns.
  • Serve as a liaison with the Charlotte Regional Transportation Planning Organization (CRTPO), and participate in regional transportation planning activities, including preparation of long-range transportation plans.
  • Present complex data findings in a clear and compelling manner to non-technical stakeholders. Provide oral and written support for communication with citizens, staff from other public agencies, developers, and consultants in one-on-one or group settings.
  • Works with CDOT staff to ensure that transportation corridors, station areas and activity centers are accessible to all transportation users (motorists, pedestrians, bicyclists, and transit users)
  • Performs related work as required.

Preferred Qualification

  • Professional Engineer or American Institute of Certified Planners designation is desirable.
  • Proven experience in data analysis, travel analysis and modeling, and working with large datasets
  • Proficiency in programming languages such as Python, R, or SQL. Experience with data visualization tools (e.g., Tableau, Power BI) and big data platforms. Experience working in Synchro, TransCAD, TransModeler and other related software

Minimum Qualifications

Bachelor's Degree with five years of relevant work experience

OR

Master's Degree with three years of relevant work experience

Conditions of Employment
