Function
Summary
Major Duties and Responsibilities
- Manage contractors to execute routine, proactive, and restorative maintenance on city owned SCMs and stream improvement projects.
- Work with internal staff and consultants to evaluate existing SCMs, assist with plan review, and develop Operation and Maintenance plans.
- Provide technical support for management of city owned SCMs, and other Water Quality and flood mitigation projects.
- Coordinate with other city departments regarding SCM operation and maintenance.
- Prepare annual project and budget forecasts in order to help city departments comply with SCM maintenance and inspection requirements.
- Provide additional technical support and program support for stream improvement projects in areas of long-term maintenance, vegetation, and wildlife management.
- Conduct routine and as-needed inspections of SCMs and stream improvement projects and maintain documentation of site inspections.
- Coordinate with team members to prioritize, scope, and execute maintenance and repairs, in a timely manner.
- Work with Storm Water’s Dam Safety team to execute pre- and post-storm inspections.
- Review Federal, State, and Local regulations as needed.
- Provide accumulated yearly data to support recordkeeping required by the City’s National Pollutant Discharge Elimination System (NPDES) permit.
- Update and improve internal guidance documents related to operation and maintenance of city owned SCMs and stream improvement projects.
- Maintain project tracking database, physical files, project schedules, budget tracking, and other organizational tools to comprehensively document project information.
- Approximately 30-40% field work.
Knowledge, Skills & Abilities
- Knowledge of SCM design, and routine, proactive, and restorative maintenance.
- Excellent project management skills including project forecasting, contractor management, and project execution.
- Ability to ensure quality, manage costs, maintain schedules, and manage contracts.
- Knowledge of SCM and stream improvement project operation and maintenance practices and ability to develop and manage O&M plans.
- Knowledge of local, native riparian vegetation and assessment of invasive plant communities.
- Knowledge of stream restoration designs and long-term maintenance.
- Highly Effective verbal and written communication skills and ability to communicate well with people with a wide variety of backgrounds to develop solutions.
- Superior attention to detail that allows for thorough cost tracking and documentation.
- Effective computer skills that include proficiency in Microsoft Office Products (Word, Excel) and GIS.
- Demonstrated skills in innovation and adaptive management for problem solving.
- Ability to perform duties at a high level with minimal supervision.
- Ability to organize and prioritize multiple tasks simultaneously.
- Team and community-oriented problem solving serving as roles of listener, leader and follower.
- Effective presentation skills for local, state, and national opportunities
- Possession of a valid driver’s license, good driving record and ability to receive and maintain a city driving permit.
- Physical ability to inspect SCMs and stream improvement projects including the ability to lift up to 50 pounds and the ability to work under adverse weather and environmental conditions.
Preferred Qualification
- Five or more years of experience in the environmental field with related experience in implementation and post-construction inspection and maintenance of stream improvement projects and SCMs.
- Knowledge of the local and state SCM design manuals, the City of Charlotte Land Development Standards, other local ordinances, requirements, and/or manuals.
- Certification in SCM inspection and maintenance through an accepted regional certification program or the ability to obtain within one year.
Minimum Qualifications
Bachelor's Degree in natural resources, earth or environmental sciences, biology, chemistry, soil science, engineering or related field and five years of relevant work experience
OR
Master's Degree in natural resources, earth or environmental sciences, biology, chemistry, soil science, engineering or related field and three years of relevant work experience

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.
