Summary

The Environmental Management Division (EMD) of Charlotte Water manages and operates the city’s Water Resource Recovery Facilities and oversees one of the largest biosolids land application programs in the Southeastern United States. EMD is seeking a Resource Recovery Manger who will maintain regulatory compliance of Charlotte Water’s current residuals and biosolids program, as well as seek marketing opportunities for a future Class A biosolids program. This position requires close coordination with the Charlotte Water operations staff at the five wastewater treatment facilities and three water treatment plants to meet compliance obligations and to ensure continuity of operations for all the facilities. The Resource Recovery Manger will provide technical expertise and guidance to assist Charlotte Water with the implementation of a regional solids handling strategy. The Resource Recovery Manager will manage a contract and offtake agreement for an Ostara struvite recovery system, be the main point of contact for Charlotte Water’s Renewable Natural Gas (RNG) project and facility and will work to expand usage of a current reclaimed water system that provides recycled treatment plant effluent to industrial and commercial customers in the University Area of Northeast Charlotte.

Major Duties and Responsibilities

• Assist the utility as it transitions to utilizing new solids treatment technology and manage a program that has Class A and Class B biosolids products.
• This position will act as the CLTWater biosolids program’s contract manager and serve as the biosolids Operator in Responsible Charge (ORC).
• The Resource Recovery Manager will serve as critical member of a highly skilled team, supervise staff, and assume the role of biosolids/residuals champion for Charlotte Water regionally and nationally.
• Serve as Charlotte Water’s technical resource for biosolids and residuals management by maintaining familiarity with policies and ordinances (local, state, federal) and industry trends.
• Contribute to strategic and tactical planning of activities related to biosolids handling, management, and research.
• Assist EMD’s management and procurement with program solicitations and contract negotiations.
• Provide necessary information to help with the annual residuals and biosolids budget creation.
• Ensure biosolids program compliance with local, state, and federal regulations.
• Oversee the preparation and review of regulatory-required annual and monthly reports for biosolids and reclaimed water.
• The position will serve as the contract manager for the Struvite Recovery and Nutrient Harvesting Facility product output and offtake agreement, being the main point of contact, tracking invoices, shipping, and receiving of product.
• The Resource Recovery Manager will promote and collaborate with other City Departments on the beneficial use of struvite fertilizer to be used on City maintained property and grounds.
• This position will manage EMDs reclaimed water manual and ensure that its contents are accurate and relevant.
• The Resource Recovery Manager will support staff who carry out and implement the requirements of Charlotte Water’s reclaimed water program. This may include working with end users to address water quality concerns and ensure all non-discharge regulations are met, while collaborating internally with CLTWater staff to direct resources to as needed to address system leaks, regulatory reporting requirements, and infrastructure maintenance.
• The position will review project documents including plans, specifications, and shop drawings for mitigation of risk and to ensure the maintenance of plant operations.
• Coordinate closely with internal team members including engineering project management, treatment plant operations and maintenance professionals, biosolids, water quality, continuous improvement professionals and procurement staff and external team members including engineering consultants, vendors, and contractors.
• Serve as the main point of contact for special projects related to the biosolids management program, RNG, struvite recovery, and reclaimed water.
• Support the division’s environmental management system by performing work with a focus on environmental protection, customer service, and continual improvement, and participating in corrective action investigations, efforts to meet division objectives, and continuous improvement projects.
• Perform other related job duties as assigned.

• Ability to obtain a City of Charlotte employee driving permit.
• Ability to establish and maintain collaborative working relationship with contractors, engineers, business representatives, regulatory officials, and the public.
• Ability to read and interpret topographic, soils and other GIS mapping applications.
• Demonstrate a flexible and adaptable mindset as well as self-motivation.

PHYSICAL DEMANDS:
Much of the work is sedentary and requires exerting up to 10 pounds of force occasionally to move objects. A portion of the work will involve driving and being able to inspect biosolids application to agricultural fields. The following physical abilities are required: perceiving sounds at normal speaking levels, distinguishing among sounds, mental acuity, reaching, speaking, standing, talking, visual acuity, and walking for long distances through vegetation and on uneven ground surfaces.

WORK ENVIRONMENT:
Work is performed in a dynamic environment that requires sensitivity to change and responsiveness to changing goals, priorities, and needs. The work will be performed in an office environment, at agricultural sites, and in industrial facilities.

Minimum Qualifications

• Bachelor’s degree in science related to biology, agronomy, environment and natural resources, or chemistry.

• 10+ years of technical experience with all aspects of wastewater treatment, biosolids processing, and reclaimed water system, including regulatory and compliance aspects, land application practices, and resource recovery.

Licenses, Certifications or Registrations:

• Hold a North Carolina Land Application/Residuals Operator Certification or obtain the certification within one year of completing the first available North Carolina Land Application of Residuals Operator Certification training course.

$95,892.00 - $106,546.00 Commensurate with Experience
