Summary

This position serves as an Operations Supervisor for the Strategic Planning and Operations Division of Storm Water Services. The position is responsible for the development and implementation of the Street Inlet Inspection Program as required by the National Pollutant Discharge Elimination System (NPDES) permit.  They will also manage the Storm Water Services Fleet.  The successful candidate will also manage the day-to-day operations of the Street Inlet Inspection Program as it is developed. The position must coordinate with multiple internal and external clients to support the core initiatives, assignments and duties. The successful candidate must work collaboratively with internal and external team members to ensure work plans and procedures are scheduled and completed in a timely and efficient manner.

Major Duties and Responsibilities

  • Develop the Storm Inlet Inspection program to comply with the new National Pollutant Discharge Elimination System (NPDES) permit requirements.
  • Work with internal and external team members to develop protocols and procedures for implementing, tracking, and reporting results on the Storm Inlet Inspection program.
  • Plan, prioritize, assign, and track street inlet inspections completed by internal Storm Water crew(s) and external Street Maintenance Division (SMD) crews.
  • Develop and assign daily/weekly work schedules and assignments with emphasis on prioritization of work areas.
  • Hire, train, manage, and mentor the Storm Water Inlet Inspection Team.
  • Prepare, assign and review work orders to internal and external staff.
  • Monitor productivity and assist with developing cost-effective work plan process improvements.
  • Manage the Storm Water Services Fleet.  This will include vehicle procurement, assignments, parking, charging locations, maintenance, Fuelman services, Charge Point services and automatic vehicle locators (AVL’s).
  • Implement and maintain AVL devices assigned to vehicles and staff in cooperation with City Policy and Fleet Management requirements.
  • Work with Office of Sustainability and Fleet Management to ensure the Storm Water Fleet is meeting the City’s Strategic Energy Action Plan and other required sustainability goals set forth by the City of Charlotte.
  • Performs other duties as needed to support other department and team goals and assignments.

  • Effectively supervise and develop assigned staff.
  • Ability to analyze and develop solutions to 
  • Proficiency in using computer software such as work management software, vehicle maintenance software, GIS software, Microsoft Office Suite.
  • Ability to work cooperatively with City employees and the public.
  • Safety skills/training that supports traffic control, confined space entry as well as general safety procedures and programs.
  • Attention to detail.
  • Valid Driver’s License, good driving record and the ability to obtain and maintain a City Driving Permit.

Minimum Qualifications

High School Graduation or Equivalent and nine years of relevant work experience

OR

Associate's Degree and seven years of relevant work experience

OR

Bachelor's degree and five years of relevant work experience

$86,976.00 - $96,640.00 Commensurate with Experience

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte.
