Housing & Neighborhood Services focuses on creating vibrant, diverse neighborhoods through the delivery of four major service areas: Community Engagement, which works to create successful neighborhoods where people of diverse backgrounds and incomes can build successful lives, Code Enforcement, which works to improve the appearance of communities and maintain standards of living, Housing Services, which provides a wide array of programs and services for families residing the City of Charlotte, as well as CharMeck 311, which provides important information and services for customers in the City of Charlotte and Mecklenburg County.

Join our team as a Housing & Neighborhood Services (HNS) Housing Projects Manager and be a catalyst for change, shaping the future of affordable housing by creating vibrant, equitable, and sustainable communities. As the Housing Projects Manager, you will play a pivotal role in driving the City’s mission to create vibrant, inclusive communities through affordable housing development. Your work will directly contribute to shaping the urban landscape, ensuring equitable access to safe, affordable housing for all residents.

Major Duties and Responsibilities

  • Manage forward-thinking housing projects by acting as the City’s representative and working closely with project stakeholders to complete projects promptly while maintaining high customer service.
  • Support equity and inclusion, ensuring that housing developments are accessible and designed to meet the diverse needs of communities. Promote fair housing practices and champion solutions that empower marginalized populations.
  • Ensure compliance with relevant regulations and stay updated on evolving local, state, and federal affordable housing policies. Proactively identify opportunities to improve compliance processes and strategies.
  • Establish and steward robust data management processes to support data analysis, communication, and informed decision-making. Leverage tools, such as OnBase and Excel, to manage City housing data effectively, ensuring accuracy, accessibility, and confidentiality.
  • Manage project-related files and documentation meticulously, ensuring easy accessibility, efficient retrieval, and compliance with record-keeping standards. Maintain a comprehensive and organized repository of information for effective project management and reporting.
  • Conduct thorough site inspections to monitor project progress, quality assurance, and adherence to design specifications and building codes. Collaborate closely with contractors and other stakeholders to promptly address any issues or challenges.
  • Provide construction oversight by actively monitoring construction progress and ensuring project timelines and milestones adherence. Foster a collaborative environment with developers and contractors to achieve successful project outcomes.
  • Review and process invoices from contractors, suppliers, and service providers, ensuring accurate and timely payment. Maintain financial records and documentation related to project expenses and budget tracking.

Knowledge, Skills & Abilities

  • Demonstrated experience in successfully managing and leading housing projects, focusing on promoting equitable access to affordable housing and community development.
  • Strong knowledge and understanding of affordable housing policies, regulations, and financing mechanisms at the local, state, and federal levels.
  • Excellent communication and collaboration skills, with the ability to effectively engage and build relationships with various stakeholders, including community members, government agencies, nonprofit organizations, and advocacy groups.
  • Experience in construction monitoring, overseeing construction activities and ensuring adherence to project plans, specifications, and quality standards. Familiarity with building codes, construction practices, and construction management processes.
  • Ability to think critically, creatively, and strategically to overcome challenges and drive the success of housing projects.
  • Strong analytical skills to assess project feasibility, conduct impact assessments, and evaluate housing initiatives' social, economic, and environmental outcomes.

Preferred Qualification

  • Bachelor's degree in Urban Planning, Architecture, Real Estate Development, or a related field. A Master's degree is highly desirable.
  • Five years or more in housing project management experience.
  • Bilingual skills (Spanish/English) a plus, but not required.

Minimum Qualifications

High school graduation or equivalent and seven years relevant work experience, associate degree and five years of relevant work experience, Bachelor's degree and three years of relevant work experience, or Master's level degree and one year of relevant work experience.

Salary

The salary range for this position is $81,179 to $91,325, commensurate with experience.

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

 

Background checks must be in compliance with all federal and state statutes, such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate’s written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.

 

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
