Function

The Aviation IT Project Manager Senior is responsible for planning, overseeing, and leading airport technology operation projects from the ideation phase through the completion phase at Charlotte Douglas International Airport.

Summary

This role requires interaction with a range of internal and external stakeholders, most often managing several projects simultaneously. The IT Project Manager Senior is accountable and responsible for ensuring that project results contribute positive business value and meet agreed upon scope, cost, schedule, and objectives.

A requirement for this position is living within forty-five miles commuting distance of assigned work location. A hybrid work-site schedule is offered with a combination of in-office and remote hours available, per supervisor approval. A minimum of two days in the office per week is required. Work-at-home is a work business arrangement and not a benefit.  I&T reserves the right to withdraw any approval for home working if usage is being abused or for any other reasonable needs of I&T to carry out its business.

Major Duties and Responsibilities

• Leads, plans, coordinates, tracks, and delivers projects of medium to large scale utilizing enterprise established project methodology/framework and processes.
• Leads the project team and manages performance, identifies resourcing needs, and facilitates communication to ensure understanding of objectives and assignments and determine progress.
• Technology Program Lifecycle Management Implementation and Post-Implementation

- Coordinate with the project team to ensure the technology Lifecycle meets the desired goals and outcomes through delivery.
- Ensure city processes, procedures and standards are followed, and assist with development of new processes as needed for the technology Lifecycle.
- Oversee the mapping of lifecycle management requirements to Aviation business goals.
- Assist with documenting best practices for the technology Lifecycle Program.

• Coordinate internal resources and third parties/vendors for the flawless execution of projects
• Develop and maintain the overall project plans from start to finish complete with scope, schedule, cost, and resources required.
• Proactively identify, manage, monitor and facilitate resolution of project risks by developing mitigation strategies.
• Interact with business department stakeholders to understand business and technical requirements, propose solutions, and maintain positive relationships.
• Work with stakeholders and vendors to best manage projects and ensure effective communications and expectations to support the overall health and well-being of each project.
• May act as the primary contact to business units during all phases of the project
• Documents, reviews, and implements project change requests.
• Identify and govern change and process management considerations critical to the success of the project.
• Ability to negotiate resolution when issues arise between IT Project team and vendor and other key parties.
• Report and escalate issues to management as needed.
• Manage customer and vendor relationships.
• Drive improvement efforts related to each IT project, regulate requirements, minimize cost, and provide better overall solutions for business efficiency.
• Create, manage, and maintain a comprehensive and detail project plan and schedule that aligns with budget.
• Tracks budget and monitors use of funding allocated to projects.
• Documents project scope, deliverables, and implementation approach
• Manages all project artifacts/documentation such as, project charter, risk and issues logs, and schedule.
• Plan, coordinate, and hold meetings with project team members both internal and external.
• Baseline project schedule, budget, report changes above or below baseline.
• Facilitate system/solution designs that meet City technology and cyber security standards.
• Determine and allocate resources needed to reach objectives in an effective and efficient manner.
• Ensure all Lifecycle / Project and Department reports are updated timely.
• Oversee exceptions and unresolved issues and monitor progress by designated issue owners.
• Interact with internal departments with timely and accurate resolution to IT question / project objectives.
• Evaluate project impact in relation to training and other requirements and needs. 
• Professionally manage, communicate and maintain positive relationships with project stakeholders.
• Track project performance, specifically to analyze the successful completion of short and long-term goals using appropriate tools and techniques.
• Ensure the final IT project outcome achieves originally defined objectives in the project charter.
• Collaborate with vendors to implement new hardware, applications, software, and other features. Assists in negotiating statements of work and service contracts.
• Identify and implement process improvements to enhance efficiency and effectiveness
• Follows established processes for initiating and managing change control requests for production systems.
• Ability to work after hours to minimize impact to travelers while implementing new systems or changes to existing systems.
• Performs related work as required.

SUPERVISORY RESPONSIBILITIES
This position may oversee a project team’s work quality training, testing and implementation.


Knowledge, Skills & Abilities

Knowledge of:
• Modern office procedures, methods, computer equipment, and applicable software

Preferred Qualification

• Bachelor’s degree from an accredited college or university in Information Technology, Computer Science, Management Information Systems, Business Administration, or a related field 
• Four (4) to Six (6) years of experience in managing medium to large scale IT projects. 
• Project Management Professional (PMP) certified or actively working to obtain PMP certification within 12 months of employment.

Minimum Qualifications

High School Graduate or Equivalent and nine years related work experience

OR

Associate's Degree with seven years related work experience

OR

Bachelor's Degree and five years related work experience

OR

Master's Degree and three years related work experience
