Summary

The Public Safety Information Technology Application Administrator is responsible for overseeing and supporting various IT applications and hardware. Key responsibilities include performing application maintenance, resolving support issues, managing daily security reports, coordinating server maintenance as needed, monitoring and developing project plans, and liaising with vendors and project managers. Additionally, the role involves evaluating business processes and strategies, maintaining expertise in Public Safety information technology services, documenting business processes, managing the record management system, testing hardware, evaluating batch jobs, and coordinating application enhancements, bug fixes, and patch updates.

Major Duties and Responsibilities

  • Evaluate enhancement requests and recommend changes while identifying and addressing bugs.
  • Conduct Quality Assurance and software testing, including the development and execution of detailed test plans and documentation of results.
  • Assist with the implementation and transitional support of systems.
  • Administer and maintain departmental systems by identifying and resolving issues in both vendor-provided and in-house developed technology solutions.
  • Develop and run reports, manage account permissions, troubleshoot issues, collaborate with vendors, and communicate effectively with system users.
  • Address customer requests related to software applications, including permissions, technical problems, and other administrative concerns.
  • Create and maintain documentation such as release notes and user guides to support application usage.
  • Collaborate with staff at all organizational levels, from senior executives to officers and civilian support personnel.
  • Manage communication with vendors and troubleshoot applications and devices.
  • Provide 24/7 support, including after-hours callbacks, as needed for application maintenance and troubleshooting
  • Must be able to pick up and move hardware and peripherals used in the department.
  • 5%-Must be able to travel from local departments for on-site training and troubleshooting.

  • Proficient in querying databases using tools such as TOAD, MSSQL, and Oracle.
  • Understanding of basic network concepts and firewall configurations.
  • Experience with installing, monitoring, configuring, and troubleshooting software systems both on-premises and in the cloud.
  • Ability to manage application deployment processes including testing and rollouts.
  • Creates and maintains comprehensive documentation for application configurations, processes, and procedures.
  • Works closely with development teams, system administrators, and other IT staff to ensure requirements are met and system uptime is maximized.
  • Capable of performing regular system monitoring and maintenance tasks to ensure optimal performance and reliability.
  • Skilled in diagnosing and resolving technical issues related to software and hardware systems.
  • Familiarity with cloud platforms and services, including their deployment and management.
  • Involved in the testing phase of application deployment to ensure functionality and performance standards are met.

Preferred Qualification

Preferred: 5+ Years of Experience as an Application Administration or functioning as System Analyst

Minimum Qualifications

High School Graduate or Equivalent and five (5) years of related work experience

2 Year College Degree and three (3) years of related work experience
 
OR
 
Bachelor's Level Degree and one (1) year of related work experience
 
OR
 
Master's Level Degree or an equivalent combination of education and relevant experience that provides the necessary knowledge, skills, and abilities to successfully perform the essential job duties.

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.
