Summary

Airside Operations Construction Coordinators perform skilled work, including planning, coordinating, and monitoring construction and maintenance activities on the Movement Area (MA) and surrounding areas.  This position specifically focuses on FAR Part 139 regulations and how they are impacted/implemented through construction and maintenance activities. Participates in and coordinates activities to comply with FAA and TSA regulations to operate a large-hub commercial airport. Ensures compliance with FAR Part 139 by following standard operating procedures (SOPs), Airport Certification Manual (ACM), Wildlife Hazard Mitigation Plan (WHMP), Airport Emergency Plan (AEP), and other working documents . Ensures all documentation including records, reports, and logs are completed according to policies and procedures. Formulate comprehensive and concise communications in both oral and written form. Coordinate and perform enforcement of airport rules and regulations that govern the operation of the airfield and Airport tenants.

General Information:
Must be able to work assigned shifts, including holidays, and reports back to work during emergencies, urgent situations, special events and inclement weather. Shifts are generally divided into first, second, and third shift hours to cover a 24/7 operation. Hours are subject to change based on operational need. Overtime maybe be offered and/or mandated when needed.
This position is deemed essential and employees are subject to mandatory overtime. 
This position is not eligible for teleworking.
Must successfully pass and maintain an active Security Threat Assessment (STA) and Criminal History Records Check (CHRC). Certain convictions will disqualify individuals from unescorted access privileges and therefore exclude from employment.
Valid driver license in state of residence and maintain a City driving permit.  
Must obtain and maintain Aircraft Movement Area Driver’s endorsement within 90 days of employment.

Major Duties and Responsibilities

1. Construction Operations duties include: oversight of Construction and Maintenance activities; planning and coordinating projects with internal and external partners and executing that plan on the Airfield; ensuring all projects and activities are conducted within in the scope and bounds of Part 139 and 1542 regulation; issues and maintains NOTAMs issued for construction and maintenance activities; works closely with Airfield Maintenance, Development, tenants, and Airside Operations to plan and coordinate maintenance tasks, repairs, installations, and/or revitalization projects; respond to, plan for, and evaluate crane activities by evaluating 7460 determinations and protecting Part 77 surfaces; conduct inspections of construction and maintenance projects; conduct detailed, in depth inspections of Part 139 items and fixtures in support of compliance items and/or special projects.
2. Preparing, recording, and documenting records of inspection and correction for construction and maintenance projects to include routine maintenance and operational functions.
3. Assist with surveys and survey crews to gain access to Airfield fixtures and features. 
4. Assist with developing internal procedures for the safe and orderly access to and from operations pertaining to construction and maintenance activities by pedestrians and ground vehicles, and construction equipment in accordance with the Airport Certification Manual (ACM), Airport Emergency Plan (AEP), Letters of Agreement (LOAs), Snow and Ice Control Plan (SICP), Surface Movement Guidance and Controls (SMGCS) plan, and other working documents.
5. Works with Airport Maintenance and Development partners to achieve safe and compliant construction projects. Participates as needed in the self-inspection program for construction and maintenance projects, runways, taxiways, apron and terminal facilities and properly reports discrepancies.
6. Ability to respond calmly and effectively during emergency and irregular operations incidents following NIMS/ICS structure.
7. Ability to work and report to work autonomously with limited supervision at times. 
8. Support other Airport Operations Sections by performing assistance duties for irregular and emergency operations such as crowd control, fire watches, escorts, and other duties deemed necessary for continuity of operations.
9. Other duties as assigned.

Knowledge, Skills & Abilities

1. Thorough knowledge of FARs Part 139, 77 and associated Advisory Circulars, Aviation departmental rules and regulations and standard operating procedures. Knowledge of other applicable federal regulations including FAR Part 121, TSR Part 1542, and NIMS/ICS.

2. Skills to communicate clearly and effectively verbally in person, telephone, and two-way radio systems.

3. Skills to effectively organize data and prioritize resources during routine and special operations.

4. Ability to work automatously and maintain structure in a varying schedule based on the needs of tenants and workload.

5. Ability to establish and maintain effective working relationships with internal and external stakeholders, representing CLT in a professional and positive manner.

6. Ability to respond calmly and effectively in emergency and stressful situations. Must be able to assess situations quickly, objectively and determine the proper course of action within established rules, regulations, and procedures.

7. Ability to effectively maintain a safe and functional Airfield environment as it relates to construction and maintenance activities.

8. Ability to make critical, quick, and accurate decisions that align with governing authorities and Airport policies .


Physical Requirements:

Works mainly outside or within a vehicle. Spends about 75% of the time sitting, standing and walking.  The remainder of the time could be spent bending, reaching, twisting or driving.  Must be able to walk up to one mile and drive up to 25 miles daily. Lift up to 25lbs for short distances, and lift and carry 5 lbs for up to 100 yards. Must be able to climb and descend stairs, perform inspections on foot and in a vehicle, operate various features of the terminal facility, including elevators, escalators, lighting, automatic doors and security gates.  Must be able to operate and monitor communications equipment, such as computers, radios and telephones.  May be exposed to chemicals, fumes, solvents, machinery, moving objects/vehicles, dust, slippery/uneven surfaces and excessive noise


Preferred Qualification

At least one year experience at a FAR Part 139 certified airport. Experience in Airside Operations at CLT. AAAE ACE (Operations) or Certified Member designation. Bachelor’s degree in aviation or related field.

Minimum Qualifications

High School Graduate or Equivalent and five years related work experience

OR

Associate's Degree and three years related work experience
