Summary
This position is primarily responsible for developing, implementing, and planning programs for workplace readiness training, career development, and successful job placement for adult participants. This position will also have an active role in meeting the Charlotte Water strategic training and development programs and initiatives. The Workforce Development & Training Specialist will coordinate and instruct employment skills curriculum designed to enhance employability across a diverse range of utility occupations. Work involves coordinating workforce development activities that span introductory, intermediate, and advanced skill levels ensuring that employees are equipped to meet the evolving demands of their roles. This includes facilitating structured training sessions and conducting detailed performance analysis for individual training profiles providing a summary of skills and assessment courses.
This position will assist in developing and coordinating Charlotte Water's Apprenticeship, Career Training Academy, and Co-op Programs. These initiatives are designed to increase employability skills, boost motivation, strengthen fundamental skills, and provide a clear pathway for career progression. The Workforce Development & Training Specialist will be responsible for scheduling, attending, and leading monthly and bi-monthly meetings with apprentices, interns, mentors, managers, and supervisors; conducting worksite visits for program evaluations, processing and auditing paperwork related to apprentice and intern training plans and overall programming within the department. This role involves building partnerships with community partners to identify and recruit participants for workforce development programs creating a talent pipeline.
Major Duties and Responsibilities
• Provides training and development by implementing strategic training initiatives, curriculum design, training delivery, and group facilitation, to meet organizational goals and career development needs for employees.
• Consults with leaders, managers, supervisors and subject matter experts to develop and refine curricula to address evolving department needs.
• Assesses and selects appropriate training media based on audience, content, and expected outcome to maximize learning impact.
• Creates course communication materials, and handles course logistics including facility setup, and equipment coordination.
• Schedules new and current employees for skill assessments and training.
• Coordinates the completion of assigned training assignments including tracking partipants progress and meeting required milestones.
• Provides interpersonal expertise as it relates to training in various utility occupations.
• Assesses training and programming effectiveness to ensure participants' performance is aligned with the skills and competences they are taught and adjusting as needed.
• Creates, develops, and manages the Apprenticeship, Career Training Academy, and Co-op Programs.
• Collaborates with Charlotte Water's Human Resources team throughout the hiring process, including job matching throughout programming until completion.
• Assists and provide ongoing support to apprentices, Career Training Academy and co-op participants with meeting program goals and objectives.
• Conducts apprenticeship, Career Training Academy and Co-op program evaluations throughout development and operational phases to ensure continuous improvement.
• Processes and audits paperwork on the employee, apprentice, and intern training plans including overall apprenticeship, Career Training Academy and Co-op programming within the department.
• Fosters professional relationships with industry partners, apprenticeship coordinators, and workforce development agencies (local, state, national).
• Schedules and leads meetings with apprentices, interns, mentors, and supervisors.
• Identifies and coaches mentors, supervisors, apprentices, and interns on setting and achieving stretch goals, as well as effective career pathing strategies.
• Coordinates meetings, calendars, and events around programming and communicates program details with community organizations and prospective candidates.
• Stays abreast of new trends and tools in organizational development and learning to continuously enhance program offerings.
• Performs other related job duties as assigned.

PHYSICAL DEMANDS:
The work is sedentary and requires occasionally exerting up to 10 pounds of force to move objects. Additionally, the following physical abilities are required: manual dexterity, perceiving sounds at normal speaking levels, distinguishing among sounds, mental acuity, speaking, standing, expressing ideas by spoken word, shouting above noises, visual acuity in data/observations/equipment, and walking.

Preferred Qualification
• Experience assisting employees and workforce development participants in career pathing and career lattices.
• Knowledge of Human Resources policies and practices.
• Ability to assess program gaps and opportunities for continued program growth.
• Possess Working Smart Train-the-Trainer certification.
• Global Career Development Facilitation Certification.
• Membership and participation in training and/or workforce development professional associations.
• Experience and knowledge in instructional design (ADDIE Model), curriculum development, and leadership and supervisory development.
• Familiar with traditional and modern training methods, tools and techniques (including, but not limited to, traditional lecture-style learning, case studies, hands-on training, mentoring, coaching, interactive training, online learning, succession planning, and knowledge management.
Minimum Qualifications
• Bachelor's degree from an accredited school.
• Five (5) years of related work experience.
Licenses, Certifications, or Registrations:
• Requires a valid driver's license.

$78,890.00 - $87,655.00 Commensurate with Experience
