Summary
This position is based in Storm Water Services (STW) Land Development Section and is primarily responsible for reviewing and approving construction plans for compliance with City Storm Water regulations and development standards. This is a senior level inspector position requiring excellent communication skills, independent decision-making abilities, and expert knowledge in land development regulations, stormwater control measures, and erosion control principles and practices.
Major Duties and Responsibilities
- Perform regular inspections of construction sites to ensure compliance with the City’s Soil Erosion and Sedimentation Control Ordinance, and the State of North Carolina’s General Permit for construction site stormwater discharges (NCG01)
- Investigate and remedy development-related drainage complaints and coordinate with STW leadership to proactively identify reduction strategies.
- Provide professional and technical instruction, guidance, and information to consultants, contractors, design professionals, other City officials, and the public, regarding design and regulatory issues.
- Review and approve construction site stormwater pollution prevention plans (erosion & sedimentation control plans) for compliance with minimum standards.
- Utilize Accela electronic permit tracking and plan review software.
- Perform inspections of constructed permanent Stormwater Control Measures (SCMs).
- Investigate non-compliance reports from the public and other City departments.
- Schedule and conduct preconstruction meetings, document site visits, prepare Notices of Violation, and prepare files and documents for legal cases, when required.
- Develop and manage content for the City’s soil erosion and sedimentation outreach and education training series (public speaking).
- Contribute to and collaborate on projects, initiatives, and programs that support the City of Charlotte Erosion Control Team as well as other departments within the city.
- Create and maintain builder database with contacts and enforcement history.
- Provide case management and support for complex, large, or lengthy projects, as needed.
- Support Supervisors and Administrator as needed.
- Serve as field-level resource, trainer, and mentor for other Erosion Control Coordinators
- Manage and support enhanced erosion control measure requirements in the Lake Wylie Critical and Protected Watershed
- Other related duties, as assigned
Knowledge, Skills & Abilities
- Applied knowledge of NPDES and the NCG010000
- High level of technical competence with the principles of erosion control and permitting processes.
- Ability to plan, prioritize and complete assignments with minimal supervision.
- Requires ability to work cooperatively with other City employees and the public.
- Ability to determine appropriate level of regulation and flexibility where necessary.
- Ability to communicate information to technical and non-technical audiences both verbally and in writing.
- Ability to perform effectively in a fast-paced, high-pressure environment.
- Demonstrates ability to apply conflict resolution techniques and negotiate solutions that produce desired result.
- Self-starter who actively looks for opportunities to improve services and processes.
- Is open-minded and considers multiple options.
The successful candidate will have a good driving record, valid driver’s license, a dependable vehicle, and ability to obtain and maintain a City Driving Permit.
Preferred Qualification
- Knowledge and experience in storm water management, erosion control principles, and land development permitting practices.
- Three years or more of experience in the environmental field with related experience in land development practices, stormwater regulatory compliance, stormwater pollution prevention, and stormwater education training.
- A working familiarity with the Charlotte-Mecklenburg SCM Design Manual, the City of Charlotte Land Development Standards, City of Charlotte Soil Erosion and Sedimentation Control Ordinance (UDO Article 28), and other related ordinances.
- Certification as a Professional in Erosion and Sediment Control (CPESC)
- Certification in Stormwater SCM Inspector & Maintenance
- Two years of experience in one or more of the follow areas: environmental regulatory compliance, municipal operations, water quality regulations, pollution control issues, erosion & sediment control, environmental education and/or similar experience.
- Physical ability, experience, and skills to perform the essential functions of the position.
- Experience in developing and delivering group presentations and training.
- Ability to obtain CPESC within 6 months of hiring date.
- Ability to obtain Stormwater SCM Inspector & Maintenance certification within 6 months of hiring date.
Minimum Qualifications
High School Graduation or Equivalent and five years of relevant work experience
OR
Associate's Degree and three years of relevant work experience
OR
Bachelor's Degree and one year of relevant work experience

$72,960.00 - $81,065.00 Commensurate with Experience
